Depends on the character. I try to find skin colors that go well with the face and hair I've picked out...
skin color is usually the last thing I pick, and I have characters that run the gambit from glowy white to shadowy dark.

Depends on the face and hair, and what you are aiming for. In some campaigns and professions, certain racial traits are limited.
I have 10 characters all with variety of skin tones and facial traits, along with hairstyle, shade as well as genders. No two characters I have are alike.

I've gone both ways. I have characters ranging from the lightest to darkest shades.
I did notice a problem with one of the darker skintones on the paragon model though. The skin is a really dark brown which isn't a problem for me, but apparently in low rez the shading is really pronounced. When others look at my paragon in town his face looks like he has white powder caked around his mouth and other features. It really looks unpleasant, almost freakish, and I would delete him and start over if he wasn't close to being a survivor 3. If he dies before making it I'll have to delete him. It really looks bad in low rez or what others see in town.

Pretty much whatever suits my characters. But so far it's just a general caucasian skin tone for the same reason that my characters all have blonde hair; it's a representation of me, so it's as close as I can get to myself, at least in things like hair and skin tone.
Granted, for the NF preview weekend I used a darker skin tone for a male Dervish. But you have to admit, it suits them.

All mine are somewhere in the middle, like tanned > brown. I dont like either of the complete extremes of pale / dark skinned characters.
I hope that doesnt sound racist :s

All my in-game characters are roleplay characters, so I just go with how they'd normally look.
Generally I'm okay with the default tone; I don't bother with extremes unless it fits the character.

My Tyrian (Ascalonian) characters tend to be light skinned and my Elonans dark to match the geographical motifs, but I have two dark skinned Tyrians as exceptions. My Canthans are typically light to medium, but I really have no rules. They just turned out that way.
None of my characters look like me. That's probably a good thing.

I generally go with my moods or geographical locations... or what I think suits best the character - my assassin is tanned, rit is fairly light-skinned, while my derv and paras are almost as dark as possible. Rest have average caucasian looks.
