Why in the world when you spend thousands and thousands on armor would you want to look like a candy corn clown always? Wouldn't spend 1gp for it if it was guaranteed only 1 ever in game. Grats though I suppose if you like that sort of thing.

It doesn't last forever. It just has unlimited uses. So your expensive armour will be visible whenever you don't use it.

I was hoping for a 16-23 sword or a 7-29 axe or something similar.
THAT would be interesting. And no, a weapon like that wouldn't make PVP imbalanced.

Yes it would. Any advantage that only a few players had access to, no matter how slight, would unbalance it.
