No, you're wrong.
Just because a counter exists to a build does not mean it's balanced. When a skill becomes so powerful that the meta shifts to either "bring this skill or bring the direct counter to it", the game is no longer fun. Scaling back overpowered skills to a more reasonable power level promotes the use of balanced, diverse builds, which is a good thing.
Take signet of might as an extreme example. When cast on anything within range of a spirit, it would kill it in 10 seconds. No damage, just instant death. Now, there certainly were ways to counter it - interrupts, snares, killing spirits, shutdown hexes, etc. The fact still remains that a single skill vastly exceeded the power level of every other skill in the game, and for a couple days it was really thing only thing you could run and win.
