If anet would look at this topic, they could seriously learn something about making funny and good skills.

Talking about contests, they really should actually implement a contest idea for making skills, like their other contests ,"design a weapon" or their art contests. They could use some variety. Ohh, what if anet gave you the ability to create your own custom skill. Now that would be cool.

Very strong enchantment for a fast and deadly spike, but its well balanced with the 25 second recharge, the 10 energy cost and the fact that you take double damage while attacking under the enchantment. This skill is very useful for PvP mainly. It does not have much use in PvE except for maybe killing off strong bosses. But for PvP assassins this would be a very nice addition.

Cool skill, but it sounds a little overpowered. Consider, the skill [Grenth's Grasp] only cripples under specific conditions, but it is an elite. Also, the power of a 33% IAS combined with shadowstep is huge. This chain would be insanely powerful with your skill, delivering probably 300+ damage, cripple, knockdown, poison, deep wound, and bleed in a matter of 2 or 3 seconds:
[Golden Phoenix Strike][Trampling Ox][Falling Spider][Twisting Fangs] followed by [Dark Escape] or [Feigned Neutrality] to negate the penalty until the enchant ends. Total cost: 40 Energy, down to 34 with Zealous, and even assuming no critical hits that's pretty low cost as far as assassin spikes go.
Many people in RA/TA already have trouble dealing with Grenth's Grasp assassins, with only the 25% IAS from [whirling charge]. I think increasing the cost could offset this (wish there was precedent for a 20-energy spell) and consider dropping the cripple and/or damage boost.

yes i know and i also realize that which is the reason for the "While attacking under this enchantment you take double damage." and if it still seems overpowered i can nerf it more. check the skill again.

Then add a Conjure and you can really deal a very large amount of damage in a short amount of time, and that's without a good chain. This skill would completely own AB as it would be the best ganking skill. My suggestion, like others, is to remove the plus damage. I would not want to be up in AB against a sin with this . But great skill nontheless.

Quantum Uncertainty
Home territory: continental US
Skill Description:
Quantum Uncertainty
Profession: Monk
Attribute: Divine Favor
10 Energy, 3/4 second cast, 45 second recharge.
Stance: For 20... 55... 72 seconds, every time you use a skill, you have a 10...25...33% chance of teleporting. Half the time, you teleport within your aggro bubble to a random location, and the other times, you teleport to a random enemy's location and gain 4...25...33 health. (Divine Favor)
Concise Description:
Quantum Uncertainty
Monk (Attr: Divine Favor)
10 E 3/4 C 45 R
Stance (20...55...72 seconds) Chance of teleportation (10...25...33%) upon skill usage. Half the time, teleport to a random location. Else, teleport to an enemy and gain 4...25...33 health.
I personally think that kiting needs some retooling, so I would encourage more creativity regarding how backline casters protect themselves. This is one option which presents mixed benefits and challenges for the player regarding timing of other skills and well-placed usage of this stance. The health gain could easily be nerfed without losing the value of this skill.

@ Anson: that skill is surely nice but a bit overpowered imoh xD I mean monks always use skills, and teleporting with a chance of 75% is just too much, you will never catch that monk, even though half time he teleport's to a foe's location....he will just need to use another skill to get off of the situation. Furthermore it's not even an elite skill >.> Nerf it a bit, a chance of 33% looks enough fair to me

"Shut the %$&# Up!"
Paragon skill, Command attribute, Shout
10 Energy, 20 Recharge
Shout. For 4...10...12 seconds all enemies within ear shot cannot use shouts or chants. (Command)
The skill is useable in PvP.
The contest prize really isn't my type of thing, so in whatever unlikely event I would have won I respectfully decline the prize.

Just noticed there was a paragon skill with the same name, sorry about that.
BACK TO MY OLD SKILL.
"Dramatic Stare"

Attribute: Strength
Type: Elite Stance
Energy Cost: 6 Adrenaline
Recharge: 45 seconds
Activation Time: 1/4 second.
Increases run speed by 33% (1,..5,..10), if the next attack hits it knocks down the enemy and cripples (4.., 8.., 14). If this attack also interrupts there is a 50% chance of dazing. (3.., 6.., 12)
( Normal weapon damage, just like a normal hit. )
ICON: ( Will be attemping to get a picture of my warrior in this kind of pose )

ok i can reduce the damage bonus but also realize that when this enchantment is on you have - 20 armor for a sin you have a base armor of 70 so you would have 50 armor and then + the fact that you take DOUBLE damage i mean think about that if you got hit even 1 too many times youd bee screwed really fast. all a party has to do is target you for 10 seconds and your prety much dead. now granted that in AB i would agree that would pwn but it only last for a max of 10 secodns and has a recharge or 25 and i can up the recharge time aswell. so personally i think this is a well balanced skill. you need to look at both the ups and the downs. Great potential for dealling damage and great potential for taking damage.

Draconic Blessing
Draconic Blessing.....Goodbye Ursan.....
The skill is ridiculously difficult to obtain and to level, but is well worth it once you have reached Max Title level 6 :A God Walking Amongst Mere Mortals"
I did not talk about the "Draconic Bar Skills" because that would technically make this "more than one skill". But I can assure you, if you could see what they do, nobody would ever complain about Ursan being overpowered again!
Some might feel this is overpowered, but it is actually weaker than Ursan until you reach maxed titles level 3, at which point it pretty much equals Ursan in strength. It only becomes really powerful as you go from there towards max title level 6. If Ursan had been originally designed to level up this way, it would be much weaker for the majority of people that had it.
If there is going to be an "overpowered" skill in the game, making the requirement max titles level 6 makes the most sense.

Skill: "#!@% You!"
Profession: Paragon
Attribute: Leadership
Extra: Core - PvE Only!
Type: Shout
Energy Cost: 15
Activation Time: 3 sec
Recharge: 60 sec
Description: Target foe is insulted and for 1...5...10 seconds they cannot attack, move or use skills. You gain 2 energy for each ally within earshot when you use this skill.
Concise: Target cannot attack, move or use any skills for 1...5...10 seconds. You gain 2 energy for each ally in earshot.
I always found it weird how there wasn't a taunt skill in GW like many RPG games seem to have. And then i decided why not make the taunt an insulting one instead so i came up with this. Basically instead of a Paragon making morale boosting shouts for their party they make an insulting shout at the enemy which effectively stuns them. It's not really overpowered or underpowered and the bonus energy seemed like a nice finishing touch.
I wont be making an icon for this since the competition is for people in the USA however i do feel that there should be some prize for people outside the USA. Even if said prize is an item or a certain amount of gold!
