simple 12 protection,12 smiting and 2 headgears one with 3+1 prot and one with 3+1 smitting.The smiter casts his protection enchantments on u while having the prot headgear equipped than equips the smiting headger and casts his smiting enchantments,so u get enchants at 16 prot and 16 smiting.

So 23 is possible with +1/20%.

You could get them over 20, the the effect of the attribute is capped at 20, so there isn't much point in going over.

You can reach 21 in some attributes. You cannot exceed this, ever, and some attributes don't even go this high.

All attributes are capped at 20, a +1 20% offhand will push you to 21. (20% of the time)

What about that ele glyph, + pve skill for ele that raises them up+ golden egg + equip bonus (+1 20%) + 2 from shrines?

You can NEVER exceed 21.
