I sort of agree with you on the minion nerf. During the Sorrow's Furnace farming days a MM could create a stampede of 30 minions and it would ravage through like locusts in a field. On ANet's defence, can you imaging 2 MMs with unlimited minions in Vizunah Square? 2 MMs controlling 10 minions is still overpowered (if I can use that word in PvE).
I'd say the EoE nerf was my worst. I realise it was being abused by griefers in AB but it has now lost its 'edge'. Excuse the pun.

Incoming - Perfect example of destroying a skill. All they had to do was make sure that shout effect couldn't be reapplied for a short time but noooooo they had to go and completely mangle it beyond the point of being a useful NON-ELITE skill.

I dont think this is a problem in the balance department.
I think its more of a problem in skill creation department. The whole idea of godforms is retarded.

Well, yeah, but so is half the assassin line. Anet fail to see the difference between nerfing a skill to balance it, or omgwtf destroying it so it never sees play again. That's why they wrecked this game, gj.

I'd rather not have seen the skill implemented (AoG), so beating it out of use was just as good. Maybe it would have been better to just remove the skill entirely.

There is truth in that. I was out with H/H doing combined vanquishing & mapping in Elona today, and after a pitstop in a town I didn't even bother to fill up my skillbar: there was no point, because I only used one skill the whole time. Ursan blessing.
So yeah, I guess the norn skills have effectively rendered all other skills in the game useless, and yeah, I suppose that's the worst and most damaging nerf ever.
EDIT: Aera, I'm PvE, and my main complaint besides the silly PvE skills was the nerf of the mesmer energy denial skills. Stereotyping ftl.

the only one i got really annoyed about was seed of life. it was such a nice little monk skill high sunspear = deserve the overpoweredness
55 monking is still good but i beleve some troll farmin got nerfed ...wasnt happy. Unlimited Minions was pretty cool and i can see why they nerfed it

I rarely play sin. I'm not complaining, I've made plenty of good builds (trust me on this).

Worst is such a...ambiguous term, so open to personal tastes. There are quite a few that stand out and for different reasons at different times. For skill nerfs...

I really hated removing armor swapping from pvp even though I 100% agree with the balance principle of it. I deleted 5 pve chars within the next few days as a result.
I was hit by the change in damage reduction on shields to only physical damage as I had quite a solid collection of dual modded shields but the inscription system that later came killed them just as much.
Nothing game killing though imo, there are still many things that need nerfs that don't get them. Conversely there are a plethora of skills deserving of buffs or at least rebalancing that just wont get them.

I can't remember bad skill nerfs.
Elementalist get good buffs.
Other professions getting nerfs and elementalists getting buffs it's good. Since I favor the elementalist profession.
Isn't that great? Yay! XD
(Now the Karma will punish me for this with a huge nerf to eles in the next skill update, XDDD)
Nah. I never care about skill nerfs.
Anytime I enter an outpost, I think "What I'm goin to need?" I see the elites, pick the one that most fits the place, and then pick the rest of the skills based on that.
I've also beate both Prophecies and Factions with the very same build, so in PvE skill nerfs only hurt farmers, and in PvP only hurt lazy build-clingers that do not like tho change builds.
