Idiocy.
The reason they can't be used outside is because they aren't based on a regular player model so they don't have attack, spell casting, or any other type of animations. The ones you can't use outsides don't have proper animations (bettle and phantom). The ones you can are basiclly armor sets that go over a standard player model (candy corn is like turning your character into a female necro and giving it a specific armor, elf is a male mesmer). They would have to completely redesign the models to include animations. Otherwise, you would just stand still while you are casting a spell or swinging a sword, which would look retarded.
/notsigned due to the major amount of coding/redesigning of character models this would take. Maybe a.net will try to stick to transmorgaher tonics of character models that have combat animations so next month you'll be able to use them outside.

I'm sure those guys have some kind of animation, like ilipol pointed out. Even so, who cares if you can only do /point and /laugh animations as a phantom, I just want to be one and kill monsters.

And while the 'copy monster skills' bug, many people tested that some models can be used even if they were not designed to be used by humans.
So... which profession emotes use the Rollebeetle, the Siege Devourer, the Norn bears, the Drakes, the Junundu, a Warthog and a Rat?

And again, Rift Phantoms don't HAVE combat animations.

They do, they hit with their hands, I guess with a weapon they'll do the same animation but still deal damage and I think most people won't mind if they are doing area of effect slapping(instead of a scythe attack) when you equip a scythe. The only problem might be where the weapon is placed I think the end of the nose for a drake works well, since either you're attacking with a weapon on the end of your face or firing a projectile out of your mouth(maby one of the potions will be a drake one).

One problem I have forseen now that I finally bought one (grats to me!)
When clicking on the tonic while already under its effect, it says "Item cannot be used while already under the effects of another disguise or FORM SKILL"
My main is a dervish, so does that mean if i decide to go out packing Avatar of Lyssa I cannot use the tonic in pve zones? If they do make them usable outside towns, they need to fix this where it can be used on top of a form skill. Am I right?
EDIT: Coupled with this should be the ability to toogle the tonic appearance on/off. I know its mainly for the normal tonics to last 50 mins, but since I have an everlasting and can just click to my hearts content, i dont want to be stuck as a reaper for a full 50 mins unless I rezone -_-

Roller beetles have all the necessary animations and so do the other forms.
Although they should change the type of it so that it won't interrupt stuff like Junundu or Avater of Balthazar.
But tonics should be easier to get. Perhaps a scavenger hunt? XP
