Instead of having two versions of the same skills why not just expand on PvE only skills? Make it clear that the core skills (as allowed in PvP) are subject to balance and change but let the PvE skills be more static.

I'd rather see skills limited by their use (PvP or PvE) rather just having multiple versions of the same skills. Seems like such a PvP turn off for those coming from the PvE side...

Had Izzy said "the whining, sniveling segment of the PvE community tends to want over-powered skills", I'd have agreed with the sentiment.

His generalization covers these players perfectly as they are the majority. There are so few outside that description that it's safe to make the generalization he did and be surgically accurate.
