I change my build according to what I'm doing. I really, really dislike when people say "what's a good build for xxx class?" or post, "Is this a good build for xclassx?" because there is no "One Build." If you don't know what types of enemies are in an area, you should always be referencing your teammates, or guildwiki. It will tell you there what the enemies have, and with that information, you can create a build.
An SF ele will get owned in a zone where half the enemies have no flesh.
Monks will waste 1-2 skill slots on hex removal if they're in an area with no critical hexes.
A MM is useless in an area that has few exploitable corpses.
BHA rangers amongst melees are lololdumb because healsig will not cast more slowly!
Point is - change your build, because it will make you more useful, and PvE a lot easier.

I change builds when:
- I know there's a specific counter for whatever it is I'll be facing
- I grow tired of a certain build(like d-slash..been ages since I last used that)
- Key skills get toned down
- Similar skills get buffed

I change me and my heroes all the time. It livens the game up. Sometimes just to see how the weapon I just found looks on a character. I have dervs running around with daggers and monks running around with scythes. One of my favorites is Warrior running shadow arts. Love it when Koss rushes in and pops right out poisoning everything. IMO I can always fall back to known builds if I start failing. I like to try out new team dynamics designing a whole team around one certain aspect. Good fun

I change my build most missions/quests . My rangers is currently running the following the most frequent :-
R/P Degen/Damage
R/D Ebon Dust Aura
R/Me BHA
Also occasionally using :-
R/Rt Splinter Barrage (not so often since it gets boring)
Ursan (Mainly used for elite skill capping)
These builds all each have probably 5 or 6 fixed skills and the last few get swapped around dependant on the areas most annoying inhabitants.
Playing the same build over and over would just bore the crap out of me plus it just makes you less useful in a group.

as for HM, i have a few reliable ones...
and of course...
Ursan for elite/HM PUGging...(whats a derv to do eh?)

For my main character, I've got one build I use for most everything. I set it up with 6 all-purpose skills and 2 slots for skills to meet specific needs. I've also got several other skill bars I use for specific missions/area (killing Shiro, etc.)
There are also times when I switch out my Elite for Ursan when my friends and I are in the mood to rampage our way through something. OR I'll go Ursan for PUGing in places where the "trinity" parties once excluded everyone else.

As my primary is a mesmer i tend to change builds quite often.
On other characters i will use the same builds or a team build with my alliance while doing elite areas/hard mode.
Playing any other area's i just roll with what i feel like at the time be it a scythe sin, spear/pet ranger, PvE thumper, Air spiker, icy veins necro, toxic chill necro or sword para (not the best but realy fun, and my para looks cool with a basic elonian gladius).
I do Hm/Elite area's for the team aspect with my alliance, i do everything else for fun.
Thats why i love Ritualists, they can play a large variety of roles and still be effective.

depends on what profession I am playing, where I am playing in and how well I know that profession.
for example.
I have a rit, I love to play them...I dont change them too much (unless some new skills are introduced..go agony!..) so my skill bar hasnt changed much---I do change out a skill or two (like lightbringers) for certain areas but otherwise no change.
now my paragon I have yet to get the hang of so I have no set skill bar same goes for my warrior and my new necro who is going to be an sv necro/rit...some new combos to think about and since he hasnt capped sv yet other skills to use until he gets there--.
my ele I have played since my first day, but some areas just dont need a fire ele so I change it to earth or air (dont do water much anylonger)...some areas dont do well with long casting spell (no MS here!) so I change that out for a different one...some areas have large mobs so I put in a better aoe or something that will kill things that want to melee with me..etc....
so it all depends.

Every two months I check to see what I've been using and then really take a look at how I plan to set up dealing damage, using spells in a certain order... or just whatever makes things easy for me. Having five characters that all gets used just as equal to each other takes a good amount of time to check and recheck.

For my main ranger, I use a general build with BHA that used to be almost the same build with Punishing Shot. I changed that when I started hunting elite skills from casters and moved to HM. I also have a running build, a minor template for helping with HFFF, a HM Raptor farming build, and a build in the wings until I get the right equipment for it.
My Rit, which I almost never play anymore, has an old Ritual Lord build and a minion bomber build. My Warrior, now turned into storage, is still using her old build for IDS farming. My Elementalist, also storage, is still using an Ether Renewal build (made before the most recent change to the elite) with Fire Magic and Maelstrom.
The only builds (or players) that I continuously change are my heroes.

I generally change characters AND change builds. I tend to get bored easily, so I change what and who I'm playing semi-often, especially in PvP (RA and AB, mind you). Lately, I've been playing my Warrior using a nice Dslash build to work on HM books, but I saw several nice Derv builds recently that I want to try, so I think I will get into that soon.

I Think I have a skill Template With Empty Optional Slots For nearly every elite For my primary profession (My templates folder is ridiculous.)
I am always changing my bars. It seems however when I pug I do not meet people who change skills. Its like a conspiracy.

I run essentially whatever I feel like running in normal mode pve since it's so easy, but there isn't much of a point in constantly changing builds for general pve since many builds do fine throughout the game. However, when I'm real bored I'll change to a different build, even in hard mode regardless of how effective it may be, such as changing from a SY DSlash spammer to an Earthshaker warrior. It's also worth mentioning that I herohench my way through the game.

While I tend to keep my heroes static, iIt's very rare for to play two missions/zones/quests in a row without changing my own build.
Until I try every build against every monster, how can I say I've really played the game? It's not all about titles, you know.
