Why should there be any incentive at all for people to go from PvE to PvP anyways.

See the talk page about that update on the wiki - http://guildwars.wikia.com/wiki/Talk...eapon_skins.3F The Sephis Scepter was added by an anonymous IP 15 months ago and was never removed. Sometimes these things happen, minor edits can easily be overlooked. I'm 90% sure this is a joke, but we will see.
Could always ask Emily over on the Official wiki...

I think this is what it was before some idiot edited it on wiki:
Sephis Sphincter: A condition you get when having run COF so many times you run out of inventory space for sephis swords and have to look for other places to store them.
... I could be wrong tho.
