I found out what it is, and it's quite literally nothing!
If you look at the order of the screenshots in the gallery on that archive, this is the news post that refers to it when it was added to the gallery.

I'd wager this was removed before the big E3 for Everyone event that made a name for this game in 2004, at best it was an elementalist or an npc at the time, mesmers didnt exist back then

I'm more interested in something else in that screenshot.
Notice how long that person's hair is? No character's model has hair that long (probablly due to clipping issues) and its one thing I've wanted for my female characters for a while.

....until the made dervishes...there are a bunch of female dervish hair styles with long hair. wish they had done that for some of the other professions.

At least they have a feminine shape. That's my gripe with mesmer monument armour as well...it looks like she's wearing a cardboard box.

Hawk, there is a ranger's haircut that is almost as long as that (I think it's from NF).
By the look of how she's dressed I think that it would have been a mesmer.
And some skirts are shorter (ie: the hydromancer's skirt).

My two cents. It's not actual knowledge, but based on what we heard in interviews of the past, it can make sense.
On Bloom:
Arenanet said that at some point of development they hired an artist to fake screenshots, which were then given to the programmers who were instructed to make the game look like this. The screenshot might be a result of that process at some point. Besides, if you only need one screenshot it doesn't matter if the game only runs at 3 frames per second. Later they dialed back the bloom and fidelity to get more frames out of peoples computers. To this day there is no option to turn off sprite pop-overs in the distance and a special mod is required to give people in outposts high texture details.So it's a screenshot from a non-release version, big deal.
On long hair:
Guild cape + long hair = clipping issues.
Sure, the cape has its own fair share of those, but imagine how bad it would have been with long, animated hair. Especially since people will see their character all the time and guild capes could not be turned off in the beginning. The long hair had to go.
On the model:
It's the first female model ever made public. It's most likely the first decent one they had. Who cares what it later became. It could have turned into an NSC for all we know.
On the armor
Again, with the release more than one year away, she got what was available at that time. Some (later to be) Mesmer boots, some (later to be) Ele cloths. Even the texture design was not final. But the 3d mesh looks familiar. Funny thing that people would want to have this armor, at least as many would hate on it for being just a reskin. But since it has 3D meshes from multiple classes, this armor would not pass Arenanet's own rule of "being able to id a class at first glance in PvP".

Have you seen what people wear in real life when clubbing? Have you ever been to a beach, for that matter? Gone into an anthropology book to see what indigenous peoples wear even today? This is overly tame, not to mention pretty ugly. But even if it weren't, get this through your heads: the cut of a skirt has much more to do with comfort, climate, culture, and couture than her interest in sex - or in you.
Reconsider your own shame and modesty hangups, and yes, your own sexism. Don't take them out on a cartoon.

I would agree with you on part of that. However, one thing you seem to forget is that people in today's society wear clothes based on how they look in them. Women wear short skirts that hide very little for one reason in most cases. It makes men look at them. True, there are those that wear them for comfort, but most know that even the comfort is clouded with the 'sex appeal'. Try taking a short skirt like the characters in GW wear to a catholic school and convince the nun's to wear them as it would be more comfortable in the hot weather.
