Just load in FoW with a pug and you'll get the usual comment: Don't take the quest!
Mainly this is a HUGE misinformation because taking it or not doesn't make any difference. For the record I usually take it to see people's reaction, they are always the same YOU NOOB! comments along with other insults.

random i know but i used to tihnk monks got weaker to warriors when they running away.....sounds stupid now but it made sense back then. Rangers also run faster ya know

Well... if ghost die... all party die... is a danger enter in fow with some "NOOBS" that dont kown what to do... and let ghost run to tower before clear the path... aaa... if you get quest just at enter in FoW the ghost start running to tower... just to let it clear to you... those days any noob can clear fow maybe its not a danger... but... you kown the worst "NOOB" is the noob that dont kown he doing like taking quests without permission...

The thing is, Rastigan only runs to the tower after you've engaged one of the mobs patrolling around it. Taking the quests doesn't make him Leeroy to the tower, straight through the mobs.
More, engaging the mobs patrolling the tower will trigger Rastigan to move to the tower, regardless of taken the quest or not.
So you are perfectly save getting the quest at the start. Just make sure you kill every mob before you enter the tower's surroundings.

I've only been in FoW a few times but he has never moved for me unless I talked to him. Even engaging the patrols didn't make him move. I did have a hero standing next to him the whole time - don't know if that made a difference or not.

Sure you can leave Presearing at lvl 2. What? no killing stuff is easy in post. Just grap some henchmen and go and pawn everything. I'm lvl 5 and I rule!
What a load was dropped when I read that in ascalon the other day..presearing that is.

Okay, to quell this Urban Legend once and for all, talking to Rastigan and accepting his quest at the beginning of FoW does not make him move to the Tower of Courage.
Screenshot shows me on the ledge after I took Rastigan's quest, and made my way to the right through the mobs, nearing the Tower. Note an Abyssal even was damaged by my minions, which ventured too far away from my party. Still, Rastigan is perfectly safe at the starting area. I didn't approach the tower, so the quest wasn't activated.
I engaged the first patrol directly, killing Rangers and Abyssal. Note the update of the quest in the message box. Only then Rastigan would start moving towards the tower.
So, Rastigan only starts moving towards the tower when your party gets close to it, and start killing the patrols. It doesn't matter if you talked to him and accepted his quest or not.

One thing about the Rastigan rumor though. Is he targetable by the enemy if you take the quest before he leaves the starting area? What about if you don't take the quest until later on?
