Every group will have usually two monks - at least one of the monks will (probably) have

Word Of Healing

will be used alot more than res

Also, are we talking currently have the highest frequency of use, or historically? If its historically it would almost have to be a prophecy skill due to time and the larger number that played back then along with continued use.

Thinking about it that way makes me want to place all of my money on (sadly) orison of healing.

Cap Sig is def not true, as it is used once per area, sometimes a couple times if you have multiple. But skills are used a multitude of times, WoH is probably quite high on the list, as it is a Proph skill, it has been in high level use in pve AND pvp for a long while
