Although, even though to me it sounds a little out-of-place, I don't think a perma ban was neccassary. I'm thinking if they would have banned you for a week, you would have gotten the message, a perma ban is just too strong of a punishment for the act you did. Maybe you are good, maybe you do get noobs fame, which doesn't seem right to me, but a perma ban? Ouch. Too harsh Anet, too harsh.

Or me getting perma'd for saying "b i t c h give it back" to my girlfriend in our GUILD HALL where we were COMPLETELY SECLUDED and CUT OFF from the entire GW population? (they found out I said this b/c they have been stalking my every chat log for the last month-- I have proof from Gaile via personal email to confirm this accused stalking) and saying the word "gay" in a CORRECT way of using it (basicly, saying it in reference in the definition of "happy"/"thrilling").

How is it taking advantage of someone if they themselves chose to pay? If the buyer makes a conscious decision to buy an ingame service then they aren't being taken advantage of. By your logic, people that pay for droks runs are being taken advantage of because they can make it there themselves.

whether or not fame farming is or should be illegal is a different issue, but I don't think a perma ban was suitable. A warning would have been sufficient.

Hmm... just keep e-mailing them. It's obvious the support team doesn't even understand your complaint. This is no different from running or any other service offered in the game. Furthermore, its not like the guy just AFKs. He actually does participate in the match. (and Scar ra, you can't exactly "play the game yourself" in PvP where you by definition NEED a team).

An official clarification of this policy would be nice since it clearly doesn't fall into the ladder manipulation category.
