I am in the US and can't access their sites. Although my problem is the opposite. I can access any https part of their site (which I assume includes their store) but http I must use a proxy, (tor has been great since it works without loading another site). I have talked to people in Canada, India, Europe, and Africa all with the same problem.

Hmm... the restrictions might've gotten screwy when they renewed the site.
All I know is that the previous version of the store, more than 2 years ago I believe, would actually indicate that I couldn't purchase from there because I was in the wrong part of the world.
I bought my first Guild Wars from that store, and also another copy for my wife. When I later tried to purchase Factions from there (just when it got out), I couldn't. The restriction had already been set in place. That's when I started to use the in-game store...

Hey thanks people for those proxy tip.
Gotta admit that NC couldn't cover their operation to all of their co-company.Lineage2 and guildwars in my country really messed up.
Linange2 motto was like "realgame for real people" but its a "automated game for gangsters". I really lol when Nationnal championship match was manipulated by the most hated clan in the game.
Also guildwars website is abandoned.Just pull their resource on their casual money making webbased game.

really hate that large companies... especially ASIAN based companies like NCsoft don't accompany the large amount of legit players from the worlds largest country. with like 2billion people, odds are one of em plays legit.

I live in Hong Kong and I'm also unable to see any offers in the GW area of NCsoft store. I PMd Regina and she said she will let the business team know about the issue, so let's hope that NCsoft will not go on with their policy of discriminating against many of their loyal customers.

That is my assumption too. I think that we would all appreciate some communication on this.
I have no problem on being corrected on what I *think* might be happening or regarding the extent of this restriction - that seems to go farther and wider than I previously thought -, as long as the problem is addressed.

Restrictions for regions are not cool.
Everything should be available to everyone, including things like the Coke promotion items or the preorder items that were different in different regions.

I updated my original post considering the widespread problem of players not being able to access the NCsoft store in order to get the free pane.
As a Network Admin, it's a bit odd for me to be telling people to use a proxy in order to bypass this problem. Unfortunately, there doesn't seem to be any other way at the moment.
Guild Wars is a very open game where players from different regions of the world are able to interact freely. I am personally very happy for that. It's a major reason why I continue to play and having fun with this game. I would certainly continue to do so with Guild Wars 2.
The problem is that NCsoft, the publisher, does not seem to follow the same open philosophy, very advantageous as an extra source of revenue from satisfied customers.
I hope that NCsoft - with ArenaNet's assistance - is able to see the light of reason and lift this restriction.
In the meantime, ArenaNet could (or should) allow this free pane promotion to be acquired elsewhere.
