You have no way of knowing how far this purported feature is in development. In fact, you don't even have any piece of information that can contradict the hypothesis that Anet is yanking all our chains.

The most obvious and likely thing going on here is that this Xunlai Market is real, it has been worked on recently, and it has undergone enough testing to be moving into the final stages of development. Of course, it is possible that they did a little testing, assumed it would work, started to work on localization when they realized a huge problem with it and ditched the whole thing a month or two ago hoping no one would notice. It is also possible that they threw in a bunch of random clues to some trade system they never intended on implementing in hopes that people would snoop around the .dat file and find it, go in a frenzy on forums with high hopes, only to have them dashed by Gaile or whoever, laughing the whole time.
Sure, those two events are possible... but unlikely given the evidence. Thus, my point.

Very unlikely: they would have removed unnecessary stuff from the dat file, so as to spare the servers transferring this to all clients (it may be a few Ks, but it's time tens of thousands).

Maybe they needed to remove the districcts frontiers and boundaries firsts, and there where legal issues against that...
Maybe the market uses a single server, to save resources, nad they would have to use various servers before removing the separations.
It's logical. If you are setting a system that uses few resources, like a forum board you won't use multiple machines, just one.

The Latest Idea on why it hasn't been implemented is actually rather intriguing. The fact is we have two ideas and they all point to the marketplace being released sometime next month now (Late february).
The Canthan New Year AND The Fact that Japanese/Korean Districts will be dissolved by then. All users sharing one marketplace is definately going to help promote marketplace usage.

Kind of like when Phinney said, a few weeks before Factions release, that Factions would have a Guild Vault? He wouldn't have said that, that close to release, if it wasn't already implemented and undergoing testing. The fact that it's not in game means it was scrapped.

a market place, which fix pricing on stuffs and a need to registers your characters with the market place npc will potentially be the end of bots and un-wanted gold sellers.
every trade have to be done using your registered character.

Anet was always behind schedulle and had trouble delivering standart content on time.
I guess they didnt want to tie up resources they already missed on new feature that potentially consumed hundreds of mandays.

Huh? So what, botter will register his characters for sales if he wants to use marketplace, but they would trade face to face.
Only thing hurting botters is fact it seems that unids are unsellable in marketplace.

That's a little different, since saying something and actually doing it are different things. I'm not sure of the quote, though, so maybe you could point to it. Even if it was said, likely they really were wanting to add one, but then when beginning to work on it, saw that it wouldn't work, so they didn't. This feature has already been designed, gone into testing phase, and then into finalization. We have no way of knowing how far, if at all, the 'guild vault' got.

marketplace will be the only place that you can trade, register with you real life identification with Term and condition.
