common sense dictates that a dev team that both cares for the game AND is competent will generally produce very little bugs. or at the very least, the bugs should be quickly squashed before going live.
however, we see plenty of bugs. so it would appear that the GW dev team either does not care, OR they are incompetent, both possibilities would explain the number of bugs being produced.
NOTE: i'm not saying anything about the content they put out, just the number of BUGS, some of them game-breaking, and just about every one of them can be caught with minimal testing.

It is more like a giant pothole that they are now trying to fill with tar, but don't fill it all the way. Every month they fill it up about a quarter of the way, so since the past two month have had updates going in the correct direction, we are about half way filled with this pothole.
Of course once this one is finally filled there will be more and more pot holes to come across, but it would be nice if they would just fill the thing in one go. Lets just hope they don't decide to take out a chunk of the road to fill this pothole that would end up causing another pot hole.
Darn pot holes...

More like because they only fill the pot hole only so much at a time(skill updates that try and fix power levels in skills), as time goes on during winter, snow melts and forms into ice in the un-filled pot hole, which then expands and cause cracks in other parts or the surroundings(this relates to when we finally reach semi balance, a nice big 6month storm comes along and undoes all the previous filling. 10+elite skill buffs, mostly bad designed elites have no place in the endgame). So it seems big winter storms will always come with Anet and so will the pot holes.
They always get close to finishing their road work, but somehow winter seems to start all over again just before the birds start singing.

They don't have enough manpower, they realized they were bad at balancing, they think involving the community will keep people more tied to the game therefore increasing interest about GW1 and 2. Nice move, about 3 years too late.

The current GW1 team are probably just interns who aren't being paid. I can not seriously imagine professional software developers spending weeks on a release, and then numerous bugs being discovered just minutes after the patch goes live...
If Anet can't QA their own product then they need to follow in Blizzard's footsteps and create a test server that players can beta test new updates for them.

The devs are doing fine. I also play another game that charges a monthly fee and it still has bugs (like whole rain forests full of bugs) with every major patch. Bugs happen. Live with it.
ANet has been, and is, very responsive to reasonable player input. The key word here is "reasonable."

Last i remember blizzards charges you monthly fees to be able to do that. And their updates arent monthly.
Anet is doing fine considering its a 4+ years game, with no fees. I would love to see a company who does similar to their playerbase. Most no fee games stop being updated in less then a year.

Or in an office setting of any kind.
I'm sure a company cares about its product. If they didn't, they'd all be out of a job. They care more about their game then any of you. If it fails, that means they have no money to provide for their families. What's the worst that will happen to YOU if GW suddenly collapses?

Caring about the game they created and keep it in good shape is 2 different stories.
You think NCSoft didn't care about Tabula Rasa? Of course they did. And look what happened.
Same goes for all other failed games out there. Should I mention Fury? Nah, that'd be hurtful for some people here.
I don't think you need to have any programming experience to do simple comparison. Other companies can do their jobs with good performance, why can't Anet? Oh, because we don't pay them monthly-fee? So basically this so-called "next-gen" business model is resulted in games that are just CHEAP?
