Bring Back the Rifts [Rift]
They had an awesome name and ran really fun builds.
Their Pet/MF was one of the most creative and effective builds I have seen
EDIT: Also the Last Pride because Bloodlight Eyes helped me finish Unwaking Waters the day after Factions was released. (also they were awesomely good).

It turns out that the number of gold capes a guild has is not directly indicative of skill.

Indeed. There's a famous quote that escapes me... Something to do with being king in a land of beggars...

What a typical PvP-view. The fact that you (and so many others) have their criteria based on performance in pvp tournaments and player skill level when asked a question that is so open to interpretation says something about the community here.
Whether a guild is "good" or not, can be caused by so many things. It's a word that can be very subjective and therefore there can't really be one top three, only individual lists. Personally, as the founder and co-leader of my current guild, I'd say there are much more important criteria for a good guild than just the skills of it's members.
Selfish maybe, but I'm gonna call the best guild in the game my own, The Order Of Outcats [OUT]. You probably never heard of it and that's fine. Why did I pick it? Because the guild was founded by a group of friends, who just wanted to have fun together playing the game. In the guild we're all equals and friends, and we decided to stay away from a classic guild hierarchy to promote camaraderie. We seek no profit from each other, not in PvE by doing crazy farm builds, or in PvP by setting lame rank requirements. We are happy the way we are, and I wouldn't want to be in any other guild. Therefore, my guild is the best in the game.
Í wouldn't want to judge other guilds, but if I have to I'd name the two guilds in which I also have great friends, with people in it that mean a lot to me or with whom I enjoyed great time. Those would be The Hero Academy [Dark] and Muahaha We Are [Evil]. Most other guilds I couldn't really care less about.

best (bst)adj. Superlative of good. 1. Surpassing all others in excellence, achievement, or quality; most excellent:
So no, your pve guild is not the best.
The whole "well it's a tight knit group and we're happy together" excuse is stupid. It's like saying,"Everyone's a winner." Well no, in a soccer game, one team loses and the other doesn't, when you come right down to it.
You're not a winner, so accept that.

2. most advantageous, suitable, or desirable
As was pointed out to me once, you shouldn't use just the definition that suits your point. The point is that his guild is the best situation for he and his friends. For your less than polite response you are a "real winner".

It's impossible to definitively define the "best" guilds because there are too many conflicting variables that constitute what makes a guild better than the others.
This isn't a "best guild in the game" thread. It's a "most popular/favorite guild in the game thread."

And your an asshole.
My opinion of the 'best' guild is a guild than lets me get the most out guildwars, be it fun for whatever. I don't enjoy playing high ranked ladder matches, I prefer relaxing when I play. So take your dictionary terms somewhere else and let people have there opinion.
