It doesnt suck, it just isnt as useful as other elites.
It is basically an elite orison of healing with about 1.75x the healing, but other elites simply do a far better job.
I would say that Glimmer of Light is on the same level as Shield of Regeneration and Boon Signet. Yes all of them can work and make decent builds, but other elites are still better.
Healing Burst is better then Glimmer, it heals for more and also does a little AoE healing. Im not sure about this, but do the AoE heals from it benefit from divine favor? If not then it should do.

yeah, skills don't suck, they're just bad relative to all the other skills in the game.
edit: SoR can actually save someone.

Please though, give me some more paper scissor stone examples of when Glimmer is bad.
Maybe you would say Orison is better because Arcane Thievery has just randomly hit your Glimmer of Light, therefore Glimmer sucks, those types of conditional justifications are at there very best, obvious and obviously pointless, and at worst, +10 satisfaction for me.

I use glimmer all the time in RA simply because its daze resistant. If you get dazed wile getting pounded no mending touch or WoH will save you because you will never get it casted. Of course i know a real pvp er is so 1337 he never ever gets dazed or even has to cast a single spell. That's why they all use shields even wile HB'ing in pve.
However glimmer loses some points for being really easy to divert.

Really unless you're getting attacked by 2 or more mesmers, you shouldn't get your stuff diversioned.
Watch the mesmer, the real problem with diversion is that it forces you to sac skills or not cast.

It's not a case of running meta builds, if it works by all means use it.
The problem comes with people bringing builds into RA that don't work, yes it's RA but not everyone enjoys lying on the ground after 30 seconds because their monk has healing breeze and orison.

As for topic, this isn't actually an underrated skill, but more of where its placed that makes it undesirable i guess. I decided to split my ranger heros attributes from pure mark/exp, to mark/exp/blood magic and put bloodn ritual on her. Now I has barrage ranger without having to bring Eve to power mah healers! Very fun!

There is a big difference between using skills that are quite simply worse than other choices and using skills that go about things in a different way.
Unless you're running Glimmer with both Selfless and Divine Spirit so you can REALLY spam it there is absolutely 0 reason to take i over WoH, HB or UA.
But something like Fevered Dreams so you can have some fun with AoE conditions instead of been a boring, unimaginative tool and using Sabway 24/7 like its the only build that can possibly do anything is not 'sub-par'.
