Actually, its very likely thats its not Anet's fault at all, GW doesnt run on a single server, its runs on, probably several, clusters which are set up in failover situations, ditto for routers and switches.
The issue most likely occurs in transit between your computer and Anets server, where exactly I cannot tell you but it is something Anet can request their upstream provider to look into.
