So, if there is a demand in the customer base for some UI customization options, and the work is already done (props to Chthon & anyone else who does this) then how tough would it be to put this into the official client, with credits to the original authors?

I'm sure a number of elements will appear in GW or GW2 in the end, such as the health % markers and spirit range radar marker.
Not sure how hard it would be for ANet to add GUI skin options into the client. Clearly they've been working with a 1 skin system for some time, so it might be difficult to change it to support multiple skins.

hmm, does anyone know the best way to enhance weapon textures? i've been tinkering with my ranger's weapons, but can't seem to enhance them significantly. for example, i've modded the skulls on my skull recurve to look like jade carvings, but they don't.... look right. it doesn't have the same shine as jade.

odds are your best choice is topaz, add a few desings t always looks good
if you link me to th files for the textures you want done i can do for ya if you want
on another point "true" shine cant really be mooded (shine likethe metal on armor) basically what you can have is a clever mix of lightening and darkening

You'll need to go messing in the alpha channel. Some textures use it for transparency; some use it for shininess; and some use some bits in the range for one and other bits for the other.

The underlying texture for the skin is missing certain... erm... details... so, even if you were able to make the armor fully transparent, you would not get the effect you seem to... desire.

you have way too much time on your hands.
on a more serious topic: sometimes after i die in pvp, my armor will revert back to the unmodded version. this usually happen when after i res, it will appear that my char is not wearing any armor. after about a second, the armor textures come back, but they are the unmodded version.
has anyone else seen this problem? if so, how to fix it?

how hard it is to graph on the HALO Energy sword onto my Warrior's Axe/Sword/Hammer.....can it it be done? has it been done?

umm it would not change the model....you would still have teh same hammer/axe/sword shape that you would have normally but with a skin (that will probably not be transparent either) that looks similar to the Halo Energy Sword.
