yes, i agree a single-player mode that i run guildwar on my own pc and dont need to connect to the server
1. so i can play gw when my network is laggy,
2. some cheat codes are welcomed
3. i can test something in pve because i can unlock everything and max my titles by cheat code

The hell did that come from? :P I sure wasn't expecting anything like that.
I'll say this now: Not going to happen.
Explanation:
It's impossible, all the game code is run server-side and until Anet release their full server code and the community gets together a dev. team of it's own (the former is more likely) there will be no conversion of Guild Wars to a single-player game.
Hell, it doesn't even make sense to do. It'd be pretty lonely inside all those huge deserted outposts.

Pretty lonely??? It would be deserted and have a very strong "stranded in the middle of nowhere" feeling to it lol.

Animations would probably be unaffected.
I've done some texture modding in Command and Conquer: Renegade and The Sims 2 and it's a blast.

Um...I don't know about you all, but I actually READ the End User Licence Agreement, and I believe messing with the .dat is not allowed, HOWEVER, it is possible and has been done. I don't believe there is a functional private illegal server for GW, but some of the people who actually attempted it, have their own websites, and maybe you could ask them? (LONG sentence there, sorry X|)

They've known about it for a long time. Where do you think the video of Kuntz terror shield came from? He just put that texture on a tower shield.

Ok, I just tried this and it is easier than you can believe. Admittedly I've had experience modding other games (and when you've done AoM everything looks easy ) but this is great!
This reskin to me mere seconds
Good luck!
p.s. I don't normally have black dye or specialist shoulderpads
We need a new forum for modding now, is that possible?

So, do Anet ok with this? I mean it's against EULA, right? Or they just let it pass as long as it's a little thing like color and skin or sound?

A representative from ANet has given this the ok, as mentioned in the OP.

Please do not attempt to extract anything from your GW.dat with the intent to use it in a mod for another game or project. Also keep in mind that we can't support any changes you make. In other words, if you try to make some changes and your game crashes, don't contact support because there really isn't anything they will be able to do for you. Make sure you have your disks handy to reinstall In case anyone was concerned about this reply, keep in mind that alterations that people make to their own .dat files will not affect the play experience of others. All of that important data is stored server side, so any changes that would be able to be made are purely cosmetic. For instance, if someone re-textures their sword to look like a gigantic pickle, they will be the only one to see this change. You won't start seeing people wielding pickle swords running around in random arena any time soon Also keep in mind that we are always interested to see what stuff you guys come up with. If you do something exceptionally cool that you feel would really benefit the community as a whole, don't be afraid to let us know about it.

Artemis, that UI is looking pretty cool.

So... who wants to be that lucky guy to make his name in Guildwars history and make the community a pickle skin?
I WANTS!
Besides that, this is awesome though would the regular updates interfere? Would the client be able to update then seeing as your version is edited and the versions wouldn't match anymore?

Well, it doesn't actually replace anything. All it does is make the .exe look for your texture over and above the texture included with the game. So, as far as the client's concerned it doesn't notice a thing.
To JackrabbitSlim: I was under the impression that the go-ahead was referring to using Texmod not hacking open the .dat file as the program I posted above can do.

Cheers, I'll try and tweak it a little. I haven't really had time to test it fully yet.

I see you all found my modding guide
Just a note for people concerned about the gw.dat:
Textmod exports the textures that have been loaded into the memory and then "guides" the gw.exe to use the exported textures instead of the ones in gw.dat. So your actually editing copies of the texture.
On thing tho when you make mods, leave the credits either in the Creator box in Textmod or at the log-in screen, don't put your name on every bar, tab, box etc etc etc.
Have fun with it, although i wrote the guide I'm too lazy to create my own mod .
Oh.. and when you make a mod upload it somewhere and leave a note on My talk page or the Guide's talkpage and we will list it on the page
Happy modding
