Working for me now. I tried with several chars, I managed to load them in all. Maybe a bit slow, but still works.

Guild window seems to be fine, too.

Just for people trying to get into american dists...just a thought....try loading into your guild hall (no dists so just an idea) and then in the map travel select American dists. Just a thought if it is a problem with the euro districts no clue if it will work...

Edit: nevermind. tried it on an alt account and didn't seem to work.

yea im gettin 040 error after it freezes on loading screen, i was in town once in all my tries, was able to type real quick then i tried changing town and i got kicked out with the error. (american server)

Also getting error 040 here too and also on European Server systems.
Just started this afternoon (ca 15:00 GMT) and problem persists at 17:00 GMT
kinda sux...

Same thing here, 040 and 007, european servers too, as usual... This kind of problems seems to be usual for us now... Nothing new as usual, same problem each time, as usual... We're going to cry as usual, Anet will explain us there's no problem as usual, and 5 minutes later maybe just a little little little problem but nothing important as usual, they will work on it as usual, and we will have no feedback on what happened, as usual...
Bored, as usual... Loving this game as usual too...

Okay, folks. The network operations team reports that there seems to be a packet loss issue along one of the traffic routes. They're re-routing, so these specific issues (Error 40 - typically indicate network problems between data centers) should clear up.

Yes, I was playing on euro servers and getting 040 all the time, when I got back in I switched to american. No problems here.
