From my experience it isnt a bug. You "should" just run to them and use the fireworks. If you piss around and dont get to them right away, it will fail.
/charge /fallback /incoming.
It happened to me when I first started doing that quest in the first canthan new year. Never had it happen again since I had a "brilliant" thought /charge /fallback /run skill .....

Have you ever seen the special on tv(prob can find on the web) about the Monarch migration? I just happened to watch it one day. Amazing what they do. I surely didnt expect to learn so much. I certainly didnt expect for the show to be so intriguing. Its crazy what they do for the winter, then migrating back north again.

1 tiger in 52 fortunes which was doing all the quests on one character. Usually I have bad luck and will not get a tiger from fortunes....

You don't need any kind of running skills to finish the quest. Just going at normal speed gives you plenty of time.

My bad. I shouldnt have said you "have" run. Yes its definitely doable just walking there. Still the same, if you do mess around...that can cause it fail.

out of over 2000something fortunes i got 7 tigers. one i will keep one i gave to a friend and rest i will sell. xD cant wait to see what this secret thing is. oh it better be something good.

yeah I had to scratch my head at the lfg for bb.....have done that quest on 24 character, no speed boost and only 3 poppers.....its so easy--a cave man could do it (sorry had to).
managed to get 3 tigers from ~500 fortunes...the first 275 gave none...was getting worried so I amassed 200 to open at once....got 3 in that group so I am please now (still have a few characters --low level--waiting to finish up the quest chain....and then afk for the rest of the time!)

7 chars' quest chains and no tigers. I would say this must not be my lucky year, but there hasn't been a year I have gotten a celestial mini from the fortunes.

I been here every single CNY, never gotten a celestial mini from the lunar fortunes, so i stopped and would buy them... so i gotta ask...
WHAT THE HECK IS WITH THE INSANE PRICES? O_o They were always 20-30k for undeds during CNY, but I see only people wanna buy them for that much but sellers are asking double that price!

Hard work...8 chars through all the quests. 520 fortunes and i got 1 tiger on #400something. A hint for the casters,rangers, paras doing big bang: Equip a melee weapon. If you are at wand/bow/spear range you are not close enough to do the nians. I wasted a few fireworks before I realised that. The other half is knowing where they will appear. Then you have enough time to position yourself properly.

same with the price for token stacks. since peeps are having bad luck getting tigers no one wants to sell. and those that do want a lot of cash. i seen stacks from 30-50k each. and i sold a tiger for 40k and another oen for 5e. and i got more left over got 8 tigers in total from over 2400 fortunes. >>

Took me 2 characters and 40 fortunes to get the Tiger.
I was impressed it only took that.
Thought for sure I'd have to go through atleast 4 characters!
Huzzah though!
Now I can go back to playing MW2.
Oh and for advice... if you want the "full" reward from the Celestial.... go to the Japanese districts. Asians ALWAYS have everything ready.

800 fortunes 6 tigers, usually got the tiger pretty fast(about 20-30 fortunes). If a character went over 50 I would change characters. Not sure if that made any kind of difference, but worked for me.

Is it because they nerfed the "create new character, repeat all lunar token quests" exploit? Which made it quick and easy to make stacks of tokens, and kept prices low? Or maybe there just aren't so many people playing/farming any more.
Party window was full chock full of "WTB tokens/fortunes/tigers", and almost no "WTS" until about Sunday, and even then demand/prices were high vs previous years.
