There are no quest at the moment, unless you want to count the Gwen and Prophecies scavenger hunt of past birthday and other event items. As far as the other new content dialog all you need to have done it complete Prophecies or Eton you will be able to view it. Some times it takes three of four rezones to get it to spawn.
You do not need the costume for any of the newly added or upcoming stuff.
This link should tell you all that you need to know.

Indeed. Those costumes do not provide any boost and only thing that focing someone to buy them are cool looks and empty inventory slot.
However, there is one issue: Price/Content ratio is off the charts and costumes cosnt nearly as much as whole campaign.
It is understandable - live team can not provide enough content on their own. Selling dismatle&co content would be even worse as far as content-starved community reaction goes. So yay!
I have one thing to ponder and ask: If Prophecies was released today, would 15k armors still cost 15k pixel gold or would they cost 15 bucks? After all, it is just cosmetic thing...

Costumes cost as much as a 3,5-5 years old campaign, or a 2,5 years old expansion.
What game still retains its original price after that much time?

Actually since 15k armor can be dedicated it isn't just cosmetic anymore. Plus if we had to pay for armor logically we could get it immediately after purchase which would be an advantage for lower level characters. So they can't really be compared to costumes in that way.

I would say they would still cost gold, but probably 10k instead of 15k. the reason why? Functionality. If you notice, none of the items in the cash shop are needed for the game. Some may argue that you do need the storage panes, or that the skill/pet unlock is helpful, but you dont exactly need them, and the pets/skills can be gotten in game. the rest of the stuff is purely cosmetic.
It is something I have noticed with Anet. If something is needed for the game, they will put it straight in, instead of making it a premium item/zone like most of the other F2P games with item malls do. the closest thing to a premium zone in the game is the BMP, and even then once you have bought it, it is open for you forever (or at least till the day comes the switch is flicked on the GW servers).
With the armor, it isnt just cosmetic, it serves a purpose in the game. Would you rather one basic set and have to buy costumes to make it look different? I know I wouldn't, and Anet knows most players wouldnt either.

Not to mention the original quoter was a bit off base. checking the GW store, Proph is US$19.99 and Fact/NF are US$29.99 each, so it isnt even nearly
Sidenote: thanks to current conversion rates and my having to go through the EU store I ended up getting the costumes for cheaper (go Aussie dollar!)

You can find them cheaper than that. Guild Wars Trilogy which contains all three is only $19.99 at direct2drive.
On a somewhat related note, direct2drive also has Grand Theft Auto IV for $7.50 this week. Thats a hell of a lot more content than two costumes, and a few bucks cheaper. I'd recommend GTA4 over the costumes if you haven't played it.

I nearly bought these, really do like the look of the shining blade gear. Then I saw them...
If I thought that chaos gloves with their very own transparency boxes, not unlike the personal force shields in Dune(De Laurentiis), were bad, well..
The neat white dot-to-dots that almost entirely cover every single edge on the Shining Blade costumes killed it for me. Sorry, but it's bad enough having to see them running around my screen on other ppl, let alone have to look at it on my toon.
No outlandish gfx card, just an nv9600, no whacky settings, all is default, still dodgy textures, dotty edges, and personal-shield chaos gloves.
IMO, aNet need to go through and fix the majority of their since-eotn textures and edges before they release anything else, because to me, it's just looking like bugs upon bugs upon bugs, and that ain't getting a cent of my filthy lucre...

It also reduces the need for me to get the prestigious obsidian armor for my characters when I am going to cover them with a costume anyway.
The other side effect of having fewer costumes than armor is that people in the game, tend to wear the same thing, like some kind of guild wars uniform.

For me, the majority of the incentive to get 15k armor diminished when they released 10k armor....

The incentive to get 10k armor or obsidian armor or 15k armor is gone with the release of costumes that cover everything up anyway.
All you need to do now is to get the cheapest maxed armor for all your characters and cover it up with a costume and nobody would care if you have obsidian armor beneath that or just droks. Well...maybe just get five 10k armor for HoM, which is account based now, and be done with it.

The Shining Blade ones look pretty nice. Might just be me since I'm a Ranger by nature.
I'll probably get these sometime later (but before May 31).

Why not just get the armor or costume you think looks the best on your character? What other incentive is there for what you're actually going to wear?

The costumes are okay, but it all depends on what you want for your character. But yeah, the 40k/50k armor to me is a bit more appealing than the 60k/75k armor. then again you have obi and vabbi armor which have their own category (vabbi is 20k/25k, but mats make it way more), but at the end of the day it is more what you will be looking at rather than how you want to look to others.
TBH though, there are quite a few out there that their 5k sets look better than their prestige counterpart

Be careful with these costumes.
Here are three shots of my ranger, one in his normal armour (with his gut outlined), one in the costume (again, with the gut outlined) and then a shot with them overlayed on top of one another and you can see the difference. I doesn't look bad on a warrior, but on rangers (and StormX's ele from a few pages back) it just looks wrong.

Yup, this is my issue too. the female ones of both look okay, but the male ones bulk up and it just looks odd...
