In PvE Fast Casting was a joke. Now FC has the ability to reduce recharge. The nerf is negligible but the buff however suddenly makes Mesmer primaries viable.

Seriously, FC is not the only vice the Mesmer has. "omg, it can cast stuff 33% faster." Yeah, so can my ele with Mindbender, or any rock candy, or a 40/40 set. I am glad that Mesmers are not allowed in most pugs; anything that a pug calls "useful", I call "boring and repetitive".

How is the nerf going to harm you? You'll spam Necrosis slower? Seriously.
You're going to be playing with skills from the primary after the coming update.

I love how every time I ask a question I'm immediately "Crying". I'm not crying, just asking. I can see how it'll benefit the mes to get shortened recharges, yes. I apologize for what may have appeared to be an alarmed reaction, however it still seems evident that certain Mes builds will still gain a damn sight more from it than others, which will only feel the whack of the unchanged sub-2 sec cast times, i.e. not being able to rattle as much off in the same short timeframe as they do now.

Confirmed..it's the eastern collector in talmark, not the western which looks to be more likely to be an asuran lab entrance (waterfall in one spot, little shrine in another)

There aren't any. There aren't supposed to be.
It's a pvp orientated change (assuming it does get implemented) to stop things just being run on mesmers to make them difficult to interupt. Whereas the skills themselves are balanced for their own profession (arguably).
You're getting a bunch of buffs don't worry, there's been plenty of leaks on the mesmer buffs.

I saw it...and it's energy flowing from the pedestal into a blue-white floating diamond, which I'm assuming is a power crystal. Again, what "blue guy" are you referring to?

Interesting leaked change to Fast Casting, as I expected it added decreased recharge. And I like that its Mesmer skills only, places less of an emphasis on PvE skills being a terrible must for a mesmer, especially with all the upcomming yummy buffs.
I could see Cry of Pain getting a resurgence when coupled with Cry of Frustration.

Sorry to interrupt from the WiK stuff, but I just had another thought, and I'm wondering if anybody can answer this for me, or if I'm just an idiot and don't understand game mechanics (probably the latter)
When does the check for Fast Casting reductions actually take effect? For example, say my Me/N is about to cast Parasitic Bond (1 sec cast) on a monk with Holy Veil. Does the Holy Veil effect hit first, or does the Fast Casting? If it's Veil, that would bump the cast to 2 seconds which Fast Casting would then decrease. Similar questions could be asked for anything that modifies casting times, whether Arcane Conundrum or Red Rock Candies.
