As I said before, large amounts of bannings produce a good bit of influx of cash for the company involved, just look at WoW. Their sales spike almost 200% shortly after they do a large ban (Almost every 6 months, iirc.)
Unless they suddenly invented a way to detect bots out the ass (Doubtful, at best), the best explanation is a list of accounts or IPs they just blanket banned. Otherwise, why wait? Why not ban these players as soon as they realized they were botting, instead of waiting X amount of days/weeks/months/years, which would have improved Anets credibility? Although, admittedly a lot less then this stunt.

so, lets say that I might have G15 keyboard, and Im trying to get Gwamm. But Im missing some minutes from Ale-hound. So my question is, if I macro my drunkard title, is it botting?
And second question, is minor macroing with G15 botting? With minor I mean small things like drunkard
third one: Textmod, change IG graphics, so it legal or not?

Key thing you need to ask yourself: does whatever I'm cunningly planning achieve automation of the process? If the answer is yes, you're most likely already moving off in the wrond direction and should at least contact support before doing it.
People focus too much on the means and forget that it's the end result that is a problem.

About the ban on IPs, I can guarantee that anet did not just take the access IPs from that one site and banned them all. First of all, it would be illegal and very difficult to do. And second, I admit I downloaded the bot source because I was curious to see how they did it. I didn't use it at all, and my account was perfectly fine.
And second, it seems to me like Anet blanket banned [DL] without regard to who was botting. My friend who doesn't even play anymore, someone that I'm 100% sure doesn't bot got banned most likely from just being in [DL]. My other friend and I were kicked recently for inactivity, and didn't get blanket banned. That's the only reason I can think of that flapjack and my friend got banned (although I have to admit, [DL] was a bot nest lol).
ANet isn't perfect, and I hope to see that the people who were wrongly banned get their account restored.

Stay on the safe side.
If you are in doubt, do it the legit way.
Heck, you people want the title but don't want to do the work involved into getting it.
If it is such a burden that you need to resort to automation, then probably it isn't for you.

Where in the EULA does it say you can't download third party software or bots? I know you can't use them, but where does it say you can't download them but not use them? Yeah, right...
Onto your PS3 comment, yeah, nobody ever bought a PS3 and just used it for a Bluray player back when they were a fraction of the price of a standalone Bluray player did they? Oh wait, yes they did. Not that your example makes any sense... multi hundred dollar piece of hardware versus a free download, uh huh...
Banning based solely on an IP list of bot downloaders would also be contrary to what Anet assures us is there standard practice of INVESTIGATING their server logs to make sure they are correct in issuing the bans. Throwing out blanket bans and then having to deal with the shit load of bad publicity and the incredible amount of support time needed to deal with all the indignant wrongly accused people would be far more expensive than just investigating the server logs and following up on player reports.
I can't believe Anet would be that stupid, and even by Guru standards I'm still having trouble believing that you seemingly are.

It can be, but it doesn't have to be, depending on your macro. The issue is very clear-cut and doesn't take a university degree to understand. If your macro keeps downing ale while you are afk then it's a bot and you risk account termination. On the other hand, a macro that opens the inventory, quaffs a drink and closes the inventory only when you press a hotkey is not a bot.
