That's probably because you don't have many (foreign) tourists where you live. :P
They do, and when you come to places where tourists do come you may notice that local people adapt and use the language of the tourists - or something they both understand - when speaking with them.

Non-American districts are dead, even years ago. People should cut them some slack, even if they're the main ones chatting in all chat. In real life in my area I find people speaking all sorts of languages at times. Some more than others, but there are native English speakers who apparently can't even type their own language.
I'd love for there to be more conversations in Guild Wars instead of buy/sell and lfg junk.

"Language districts" were set up so that people with a common native language could gather with others the same if they wished.
There is no rule; there is no obligation.
Speak whatever language you choose wherever you choose.

In regards to those pointing out how it's courteous and respectful to speak the language pertaining to a district -
Have any of you ever district-hopped to a random district to escape lag, synchronise in Vizunah Square (for example), or to benefit from large scaled events like Wintersday, Halloween etc?
Do you speak (or even know) their language if you need to speak in local?
It just sounds like the pot calling the kettle black to me; those here arguing that particular point might not do these things, but it's common practice either way and especially during events, there is a massive influx of English speakers in non-English districts.
I mean hey, I do those things myself, but I don't think native English speaking people are the only ones feeling alienated in their own districts here.

So, if the American district wasn't the most popular district, and say the French district was, would you all be willing to make an effort to learn French?
People take for granted how many foreigners know some English. I know for a fact you wouldn't be willing to learn another language if your language wasn't the primary language being spoke.
As for the districts, if you want to do anything with them, get rid of all but International. It makes more sense.

In English district you speak ENGLISH.
That's the way it is, how it works.
You can't write Japanese or Russian with Cyrillic characters outside in other language's outposts. Only in that language's and international.
That clue enough of how things work.
There IS a rule, a HARD CODED rule to prevent other languages. It doesn't work with all languages, because it's literally impossible to prevent them all, since they share many letters, but why would let polish in the English district, but not Japanese?
When laws are made, they are made for all, not picking who gets to be affected.

You got it wrong.
It's not the most popuplar district because many people go there, and it happens to be a district in Eglish.
Many people go there because they all know English enough, and that made it popular.
So if the popular one was the French, people would ALREADY know French.

There are people who aren't in American English districts? News to me. Whenever I go to European or Asian Districts it's always a ghost town. Anyway if you don't understand English and people are insulting you in English that really doesn't affect the person insulted right? Plus anyone who doesn't know how to turn all chat off if it's irritating them probably isn't smart enough to develop tolerance.

Finally, the situation I pictured is not 'void', it describes exactly what the current situation in-game is (maybe I should've added to the third step: and nobody resides in the international districts). Just because you'd like it to be different doesn't make it different.

No, you aren't always addressing everyone, sometimes you're just addressing the people you just went out on a quest or mission with, and sometimes a conversation just evolves from whatever chatter went on earlier and you are actually addressing the people that were part of that evolving conversation. Using, or switching to a shared language with which the participants are more comfortable is only natural.
Your demand that they take your wishes into account at all times is absurd and would basically prevent them from having their conversation.

And you can use English characters everywhere. What does that mean? That you can freely speak English in every district?
Most people who are against the use of a non-English language in the English district probably don't speak Polish in the Polish district or whatever district they choose, when they go there to get away from the lag or whatever.
Also, I have a question, and I'd like people to answer honestly. Why do you care so much about this?

Because communicating is not to speak/write, it's to be understood. If I use a language I master but nobody else understand, I don't communicate, I waste my time. If I use a language I'm poorly skilled but still enough to be understood, I communicate, I hopefully don't waste my time.

I'm glad you mistook me for a native English speaker. Though I know I'm skilled enough to be understood, I always worry about mispellings, grammar wrongs, limited vocabulary, etc.

Of course, I expect nothing from other people but what I already do.
When I'm in French district I type in French, whereas in English districts I type in English. And in Spanish, German and so districts I don't type.

Oh, boy! You think you could dare to speak English in French channels for your own convenience? Really?
You could barely ask for something in English there if you first apologize because you don't know French. It'd be probably easier with other languages, but anyway you'll have some usual grunt from many French players and very few will answer you.

My default district was European/French. I'm currently in American/English. So I was able to change. And while playing GW I only speak English (but some private whispers with other Frenchies or Frenchspeaking Belgians).
About trade it's a lame excuse. GW is about exploring and slaying villains(PvE), or defeating opponent teams (PvP), not trading. Trade is a side effect of the game.
