I think they're waiting for the novelty of it to wear off when people start getting pissed at the drops. When use dies down and the controversy of it making rare weapons relatively common settles down, somebody is gonna come along, never having opened the chest before and...Boom! The Sword-of-a-thousand-ass-kickings will drop and...i havent thought past that point but it will probably involve mass hysteria and RA packed to the gills with people.
