What, you mean globally? The more celestial rabbit minis there are in the game world, the less chance there is for new ones to be created? That doesn't sound right -- and it sure as hell had better not be true. I was so busy 9 Ringing and farming the quests on my alt account (remaking some temp characters, even), that I've not yet had time to open any fortunes yet. Some of the drop-rates reported here and by some of my guildies have me a little scared to dig in to my 5 stacks.
Guildie A: Did the quests on 7 characters, opened fortunes halfway and got no mini, then finally got one during the second batch.
Guildie B: Newbie who made a few new characters - 2 minis.
Guildie C: Did the quests on 7-8 characters. Opened fortunes here and there, no mini. Started remaking characters on Monday morning to farm tokens she could sell to buy a mini, had a moment of weakness and converted her tokens to fortunes and finally got a mini.

With quest rewards and finding good rings, I only lost about 150k over the whole event, too.
Gained some 275k Lucky, 18k Unlucky. Unlike most Boardwalk events, this year I was actually able to find 2 different corners that only depleted about 2 stacks overnight -- I was thrilled.
