Make heroes care about Lux/Kurz, just to have them "not play well with others", although not to the point of completely ignore the greater needs of the team.
Might make players try something different other than 3xNecro, 2Rits, 2Mes.
I know I will be called names for saying this, but hey, you want things to get difficult, this just might push "lazy" players (Like me!) in a new direction and give a bit of difficulty.
Of course the heroes would also take into consideration the player's allegiance.

My wish for WoC?
My wish is to be reassured that, at some point in GW2, we will see Cantha once more. That she won't be cut off forever, and that she'll survive and propser in the future.
My <3 belongs to Cantha.

Allies
PVE skill NPC like Courier Falken that doesn't aggro the whole map.
Awesome warrior NPC like Dian Fermati with his Drunken Stumbling PvE skill. "DIAN FERMATI! You feel any different yet? No? How does Kilroy DO that?" ; "I know what the lieutenant is going through with Gwen right now. I was smitten with Koro when I first joined the Falcons. She's beautiful, elegant, and smart, so I wasn't surprised when she turned down a dumb muscle-head like me. Rejection hurts more than Charr bites. I'm not speaking figuratively either, I've compared them." ; "Tahnu is such a snob. I went drinking with him once and he wouldn't drink anything but rice wine. Every drink has it's own merits; he's just too stubborn to acknowledge anything not made in Cantha."
Hilarious Mesmer NPC (not hero) like Koro Sagewind that has a sweet PvE skill (Koro's Gaze). "Oh my! I'm sorry, were you trying to cast that spell?" ; "Just because I know some healing spells doesn't mean you should be reckless. I don't heal the stupid."
Ele NPC like Lawrence Crafton with his Ebon Vanguard Battle Standard of Power. But with a better build that doesn't have Lightning Javelin and Glyph of Elemental Power..."One time, I was attacked by a giant wolf in a grain field. I barely escaped with my life. I managed to distract the beast by throwing an apple from my lunch at it. That gave me enough time to finish my spell. I didn't know that wolves liked apples, but they certainly DON'T like lightning."; "You know the Ebon Vanguard uses a very complex system to barter and trade for the items it uses up north. I know because I'm the one who came up with it.""
Mesmer hero is good too.
Using existing NPCs: Argo, Siege Turtle.
Enemies
* Destructive was Glaive Ritualists with skills like Doom, Channeled Strike, Nightmare Weapon, Warmonger's weapon, Weapon of Shadow. Ancestor's Rage + Splinter are a must along with casts on assassins to encourage proper positioning. Single target things to promote active protting.
-->SoS Rits.
--> Restoration bars with Attuned was Songkai + Spirit Light + Spirit Transfer
--> Soul Twisting + Shelter + Union + Displacement
--> Soul Twisting + Dissonance + Shadowsong + Anguish (Disenchantment is broken vs balanced)
--> Wanderlust
* Assassins with Exhausting Assault ; Flashing Blades ; Mark of Death. Siphon Strength also.
Core classes...
* Ele enemies with blurred vision (Mirror of Ice bar?). Enemies with sliver armor and Unsteady ground. Because blinding surge isn't in Factions.
* Monk skillbars with hex removal so that non-Keystone Mesmers don't steamroll. Oh wait, 5 recharge Clumsiness means it doesn't matter... Healing Burst bars. Empathic removal. RoJ. Spirit Bond, Spell Shield to encourage balanced teams. Life Sheath to break Discord. Gift of health prot bars with Boon signet.
* Rangers with Broadhead arrow;Glass Arrows;Viper's Nest. Monks don't carry condition removal anymore. Punish them.
* Necro bars with Discord. Oppressive Gaze + Wail of Doom + Soul Bind too. Plague Signet.
* Mesmer bars with Psychic Instability. If you have done Gyala's Hatchery ecently you know how strong this is with multiple copies against you.
* No warriors. They take forever to build adrenaline anyway. Enraged Smash, Counterblow linebackers otherwise. Sword warriors might as well not exist. Axe with Triple Chop + Cyclone axe (procced with Ritualist Splinter)
* No paragons. AI controlled ones are sad and they are Nightfall.
* No Dervishes. They're broken and they are Nightfall.
In general stuff that encourages prots rather than redbar because I hate HB monks and pure heal bars.
Rewards
Inscribable Canthan Skins not from Elite dungeons:
*Bo Staff, Dragon staff, Forbidden Staff, Amber Staff/Wand, Jade Staff/Wand, Outcast Staff , Plagueborn Staff, Celestials, Koi Scepter, Plagueborn Scepter, Jellyfish Wand, Paper Fan, Jug, Plagueborn Focus, Paper Lantern ...
* Jitte (still expensive), Oni Blade, Jade Axe, Kaineng Axe, Marble Hammer , Colossal Pick, Plagueborn Maul , Jade Hammer, Plagueborn Bows (Recurve Bow, Hornbow), Naga Bows (Shortbow, Longbow), Jade and Amber Bows , Jade Daggers, Oni Daggers, Plagueborn Daggers
* Ornate Shield, Echovald Shield, Bladed Shield, Gothic Defender, Amber Aegis, Outcast Shield, Plagueborn Shield, Diamond Aegis (req Strength), Iridescent Aegis (req Strength)
--> see http://wiki.guildwars.com/wiki/User:Grown_Up_Gwen
*New skins: amber daggers, Golden Phoenix Daggers (2 Golden Phoenix Blades)
* Reuse skins: Emanating staff , Ominous Staff , Desolation Wand ,Druidic Wand , Sacred Staff , Shadestone (used in Harmony), Bedlam Staff , Darkwing Staff , Willcrusher Staff , Bone claw rod , Dark Spore Staff , Elegant Wand , Silver cane , Juju Scepter , Cowing staff , Meditative Staff , Lesser Ancient rod , Banded staff , Iron Ladle, Ivory Crescent , Arced Blade , Granite edge , Oaken Staff , Shark Staff , Ancient Rod , Viridian Scepter , Huntsman's Horn , Luminescent Lantern , Skullcrest Focus , Woven Focus , Greater Arced Blade, Greater Granite edge, Greater Stone Blade, Shield of the Dead, Greater Istani staff, Tiger Rod, dragon rod etc.
* more ritualist stuff for Restoration Magic... they need more variety
* More monk stuff for Healing Prayers, Protection Prayers
* Gemstone staff for Illusion Magic
* Forbidden/Bo/Dragon staff for energy Storage to ER Ele with ; Restoration Magic ; Heal/Prot
-> Jug, Bo Staff, Bladed Shield, Amber Wand, Jade Wand, Naga Bow, Paper Lantern are Basic PVP reward weapons
-> Forbidden, Amber, Jade, Plagueborn, Outcast is fancy
-> Celestial, Dragon Staff is exotic...
Loot tables
* Inscribable only. No core skins please (WiK drops were rubbish other than the ultra-rare minis). More caster oriented drops... focus mods (Forget me not, seize the day) are the only thing ridiculously expensive for inscribables.
* The biggest issue in GW is trying to get usable focii. Wands are hard too, but inscribable ones make it easy (make one for ~10k total after Memory wrap and "aptitude not attitude"). Staves are reasonably easy post update, inscribable ones that is (make one for ~10k total after adept staff head, enchant and "aptitude not attitude"). Making one focus, no matter what skin it is, costs upwards of 30K each (Forget me not + aptitude).
EDIT: No more ultra-rare minis please. Livia/Evennia/Salma are okay... but stuff like Peacekeeper Enforcers, Confessor Isaiah, Confessor Dorian, etc. are ridiculous because of the rarity. It's the Polar Bear fiasco more or less. It only benefits maybe 0.0001% of the populace at best. If it's a mini I think the Black Moa chick implementation is the best. It's supposed to be a game founded on skill rather than how many times you killed mobs only to get Confessor's Orders and not a mini.
EDIT2: Less fighting, more player skill. Think Lumo the Mime or something not emote based but more effective with players (pressure pads in the Deep; gears in SF; Dasha Vestibule puzzles). Less Fed-Ex or walk in a straight/wavy line creating a path of destruction. The only issue is exp/drops from mobs versus a puzzle-like quest.

I'm hoping to see involvement from the Am Fah and Jade Brotherhood. They were aspects of the factions storyline I always wished were explored further.
IIRC, WoC will use instanced gameplay like missions, instead of explorable areas like in WiK. Hopefully that means we dont have to cross an explorable area just to get where we need to go. I hated that aspect of WiK.
More heroes please! And yes I bought the merc pack. Still, more heroes please! I would like to see the Ebon Vanguard help out a little bit, so I can get a chance to get Koro Sagewind as a hero. Even though I'm not a big fan, I would like to see a Tengu hero for the bird lovers. And Suun as a Rt hero.
More greens, minis, and weapons are always welcome. I liked the Royal Gifts from WiK, but I dont want to wind up with 9000 ID and salvage kits again. I'm still using those things up.
I would also like to see a repeatable end game area associated with WoC. Complete with end boss and chest. Something for the hardcore gamers to do when they get bored of DoA and UW.
And no solo missions!
EDIT: Inscribable Zodiac and Celestial Weapons get my +1.

- Something fun and enjoyable that allows you to choose what you can be rewarded with for completing the quests or missions besides possible green weapons and chance luck stuff. You know, something different from War in Kryta.
- No Solo Missions. Get people to group together and do stuff. Hell, go ahead and make it impossible to do with heroes just because.
- Easter Egg dialogues or things similar to the Abaddon "You Got Served" scenario just for the sheer hilarity.
- Have the final quest or mission involve having to kill a minimum of ten bosses, each representing one of the classes in all of Guild Wars. Make us run the gauntlet!
- Mini Archemorus & Mini Saint Viktor. Don't know how, but it's an idea.
- No Character Defense Missions. If someone dies, you die. None of that, please.
- Mesmer, Assassin, Ritualist: Only have two heroes of them. Give us a new Assassin hero, but of a non-human type. Oni, perhaps?
- Have a quest or mission that makes us have to do something in part with the Dragon's Throat challenge mission.

Anything entertaining. Also, something that will revive the now deadened state of AB, even though its less productive than JQ and FA, I found it far more entertaining and RA just blows.

Thats a terrible idea. That makes them less valuable and less awesome.
EDIT:
I just got this idea when i was practicing UWSC, what if they added something for the Lyssa's Muse and Dwayna's Voice and Melandru shrines that exist but have no portal? That would be pretty baller.

Agree. The impressive price of those skins comes from rarity, expecially of perfect/useful mods. To drop a echo u must be lucky. To drop it w/ two useful mods(like -2/ench instead of +10 al vs plants/dragons) you must be even more lucky. To have these mods be perfect(+30hp and not +28hp or such) you must be moar lucky. And only then you have a 500+ecto shield to sell.
The same skin, but fully moddable, would be very cheap in comparison. Also, cause the most important thing is skin, they could just take the echo(or whatever shield/staff/wand/focus u prefer) skin, change his name to something related to WoC(to avoid scams) and voila.
Who want these beautiful skins w/ the mods they prefer will be able to get them.
Who want to collect them or ping in team chat his equip to say"My shield worth 600 ecto!" can still get the uninsc ones.

No fetch quest HotN nonsense.
No 'needs a flow chart'.
A sense of genuinely altering the world around us.
Some challenging opponents who are challenging through good skillsets, not simply using insane monster skills or having ridiculous amounts of health.
