From all the latest comments coming from the developers themselves it looks like the Winds Of Change update will happen before July 9th.
My feeling is that it will either happen on Thursday, which is fairly consistent in the regular monthly updates no matter how small the update is or Friday.

Should know better by now that any due date relating to GW is wishful thinking on their account... They have a hard time meeting deadlines even when there lead dev isn't getting married.... but hopefully we will be pleasantly surprised

I think it was simply to fix all the recent lag that's been going on recently. I've been having lag in odd places such as hero parties, Winds of Change could have played a part.

What deadline? What due date? Where has ANet ever published any specific date relating to WoC? You accuse ANet of wishful thinking, but it looks like all the wishful thinking is taking place among the community because that's where these "due dates" have been coming from. Some people keep putting promises in the mouths of ANet and then complaining when ANet breaks the promises they never made. And you think this is a sign that ANet has a problem with reality?

Well, of course Anet has stated no dates, but A) it's done, as people have played it over on fan visit day, B) Stumme is getting married on the 9th and will be gone for 2 weeks after. So, we kinda expected it like today or tomorrow

John Stumme has stated, I believe here on Guru, that Winds of Change should hit before he goes on vacation. I'm assuming he meant unless something unexpected happens that prevents its timely release.

I think it's all about managing expectations. The last time the Stumme said a month was going to be big it came with the long awaited dervish update which was pretty big and was followed closly by the feature build (although I think that did happen the month afterwards).
Stumme said that June would be a big month and thus raised expectations that something big was coming that month. All we got was the relatively minor strongbox update, people were expecting WoC as a result of the precedent set by the last time he said something like that. I believe Stumme may have been hoping WoC would hit some time in June thus making it a big month, but it got pushed back into July. Regardless, while he never set any dates for anything specifically, his comments carry weight and have influence over the expectations of the community following him. It's easy for him to play games with people by saying things like that without saying anything which restricts him to a specific timeline. For that reason it wouldn't be a bad idea to be careful about even the vague hints like that he uses, they can often result in dissapointment when having said nothing would have done nothing at all.
This time I believe Stumme has said WoC part 1 will come out before his wedding, which is on the 9th which only leaves a few days (and Thursday/Friday is the day most updates hit) so that's why people expect it today/tomorrow.
Either way I'm glad they decided to split WoC into three parts. The sporadic nature of WiK drove me crazy, it was annoying waiting weeks for minor advances in the plot (the little plot that did exist in the quests). I think in the survey feedback a lot of people expressed a desire for more content in each build even if it meant waiting longer for each build. I'm curious to find out how long they intend us to wait between each part (especially if there are rewards and "trophies" or content progression like daily quests being available very late into the content, leaving us with no rewards for the early content or useless rewards until the final part is implemented).

He said that indeed, but never was it clear that it was for the WoC content. Remember also the Anet fanday was in June and lots of nice things happened there.

Actually, I'm pretty sure that those who played it at the fan day were told that it wasn't yet 100% complete then. They didn't play all of it, just a quest or two, after all.

He said it should be out before the 9th. Its not for sure but I can hope that it comes out today and have good reason to think so because of the network maintenance.
