Or the Scavengers scavenged Imperial weapons, but because those are not implemented yet, Anet opted to give them WM weapon temporarily.

They are scavengers... do you really think they went all the way to Kryta somehow to steal some weapons only to return to Shing Jea Island and become scavengers again?
Unless there is some link between the White Mantle and WoC (in the form of the mysterious man that Danthor was working for) and the scavengers are a part of the plot, I'm guessing they used similair coding to the WiK mobs and it was an oversite. I don't see any other reason for them to be wielding those specific weapons in Cantha.

I wish this was true but I seriously doubt it. It's more likely they pulled a copypasta and changed the models similar to what happened when Slavers Exile used to work with Lightbringer. There also wasn't much in the way of an explanation on why they showed up...they replaced Crimson Skull -not- Afflicted.
On an unrelated note...if you go back to that long rambling thread that just got locked we were apparently supposed to get 42 quests. By my count there are 40, and not that I'm ungrateful, but is something missing?

Obviously, they scavenged them from dead players who weren't good enough for WoC's challenges because they got their oppressor gear doing BLA in NM post-nerf. Duh!

well, i tried it to see if its any fun, but after 2nd quest, i got bored again, and returned to perfect world again, lol
i was hoping for something nice, but i think all we get from now on, is the old stuff and these quests, which actually look like what PW has alot: quests that say "kill this kill that" (and thats something which can be boring in PW )
as for the fans (wands), they arent that bad, and new daggers with blunt dmg are kinda fun to see, but i guess this 1st part isnt enough for me to return, sry
i also dont really like the costumes, just saying
so now i'm hoping for better stuff to show up with the next WoC update
ps. may look like i complain alot, but i just like to see new stuff which is kinda new in general, sry i sound so negative....

yep, like the fan--will probably get one. Will finish the arc with at least one character to see what the 'imperial' weapons are....then decide if any other characters want to vanquish the afflicted of cantha.

Yeah, nice theory, except none of the scavengers have the same builds as the WM. So, it's just the weapons.
Better theory: Imperial weapons are going to be put into the HoM in the same slot as oppressor weapons (so, no additional point for putting both an oppressor and an imperial weapon in there). They don't want to spoil the imperial weapons, so they just put the oppressor weapons in for the time being since they're probably labeled similarly.

Its because There is no new weapons unless you count reskins of weapons with different names and making a Old dagger skin a single offhand, or a old offhand into a wand.

I don't really care what colour they are but considering how long it took them to put his out you'd have expected a little more originality rather than recycled skins, perfect weapons are hardly hard to come by, i give better junk away regularly, factions weapons are already worthless. Just disappointing. I haven't finished all the quests yet, no rush, but first impressions so far are same again, "OK is this it, why did it take so long to put out?". I hope the hype we got over this isn't relative to gw2

I agree with some of what you say but to say factions weapons are worthless is quite wrong. Many skins like, Bladed Shields, Dragon Staffs etc, with perfect stats of course, still sell for a considerable amount and most players find them quite valuable.
As for the content im enjoying it, yeah it can be repetitive and like you I feel that rehashing old skins (weapons) as rewards doesent ring of orginality but lets wait until we see the big picture before we give a final verdict on winds of change.

If they were concerned about spoilers they could have given him generic standard equipment was my point. Weapon consistency isn't really relevant anyways...Oroku, for example, wields dual Shinobi Blades and those certainly aren't part of the current Purity weapon set available through Iza Yoi.
Considering that there doesn't appear to be a backstory on the Scavengers (for now) it doesn't seem unreasonable that something got screwed up.

Do you honestly think the new weapons are going to be that bland?
Look at the oppressor weapons for a bit, see how ornate they are? with glowing animation?
I really don't think Anet is going to pass off some dull looking stuff like that as the new dedicatable weapon for a GW Beyond pack.
