That was never possible outside of mods that have very short variable ranges, for example +5 armor mods or +5 energy (conditional) inscriptions.
If a purple focus dropped with a +30 unconditional health mod then there's something really crazy going on here. Screenshot please.

It's happened only a VERY few times for me, I know of others who have had it happen as well. If it happens again, I'll be happy to take a screenshot for you

gold max ball hammer is possible there
i got only one gold, r5 air staff there, bad mods...

BUT
i got purple tall shield r7 (12 armor if im right) WITH 28hp mod (not ^ench/stance)
merched it while i was selling all the goodies from quest :/

Nah. The drops have Prophecies rules, so no spears, scythes or daggers.
I got a raven staff with channeling requirement, though.
'Any attribute' staves can drop with ritualist properties, but they are few in Prophecies, being Raven the only one common enough to drop here.

ok, so I did the quest a few more times (didnt finish it) for the lol's at my non-tyrian characters armor (and a few more points on carto ) and to get a few ciders and cupcakes....and did manage to pick up 2 golds

I didn't get any super exciting weapons (did get a max staff wrapping of pruning, though!), but I got one black dye in each of my first two runs, which was cool.

I got about 6 golds all together (mostly in devourer cave). All were sub-max damage (r8 break hammer 15^stance one point off max damage t.t)

I don't think so since ball hammers can drop everywhere (even in cantha, elona etc) and we haven't seen a purple/gold drop from any of them. They're like the Tribal Axe, Tribal Blade, Hatchet, Rusty Axe and Sickle (tyrian) that can only drop as white/blue.

But I think a gold dwarven hammer might be possible.
