Test and maximize your TCP/IP connections
My cable consistantly registers 6.0-6.6 mb throughput speed (online measurement by www.speedguide.net). It used to be lower till I went to the website I've listed.
They have a wonderful TCP/IP Optimizer tool to download (when using it, click ALL connections-optimal and always click the highest possible bandwidth), worth the click. Listed down on the left of the front page, test your connection using the TCP/IP Analyzer FIRST .
PS,
It is so much easier to use the tool that to try and tweak the registry.

Interesting. Have you noticed any change in latency? I noticed that the Optimizer program has a tab that addresses that. I have pretty good bandwidth, but decidedly mediocre ping times.

hmmm...better...I've been wondering how I could increase the efficiency of my cable connection...It's no T1, but my brother was getting comparable pings on DSL...I figured I should do better...this has helped a bit...who knew?

Here is a site for anyone wanting to know anything about DSL or Cable. Also, they have lots of tools and utilities to use for testing speed and security. This site also shows what the average ISP offers and rates them from users. If you are curious my DSL provider is Sonic.net which is listed on their site.

The optimizer will stabilize your throughput. If you have cable, the reduction is usually the reverse of your situation.
Trust me on this one, it is a wonderful tool.

T1 at work? "Lag" in the afternoon? I have an answer for that from experience. One of my clients has a full T1 as a backup to the commercial cable they use. We have had to switch gateways to the T1 when cable has gone down (it happens, especially if a car kisses a pole or storms) and we always noticed "lag" between 2-4 in the afternoon. A while ago, I talked to an engineer from AT&T whom I met, and he said that most of the largest corporations dump their daily email out between those times and the National network just slows down because of the loads and how they are switched.

So you're on a "segment". Ah, problem solved. If your dorm is sharing a full T1, during peak hours, you are probably barely above 56K. If you run the test first, you'll get suggestions as to improve your response time using the tool. Try it, every little bit helps.
