Neterr=7 happens for a lot of reasons. The category it's placed in is simply a lost connection. It can be caused by a server malfunction, a port forwarding issue on a router, or by a blocked port on a network.
Most of the time, if you are having severe lag issues and are unable to log back in after being Neterr=7ed, it's a problem on your end. This can mostly be attributed to the router issue. Locate documentation on your router and how to trigger the ports that allow GW to play (I believe it's 6112 for GW). After that, you may have sporadic disconnects, but should have an overall better playing experience.
Sometimes internet service companies have downtimes. This'll cause a neterr=7 as well, and there's nothing short of omnipotence to solve the problem in this scenario.
Errors in which you are instantaneously kicked from GW and are able to log back in immediately are server errors on Anet's end. Sometimes caused by lag, server downs, or some sort of hardware malfunction, this will similarly affect ALL characters who are in the same circumstances (Some errors have been triggered by certain chains of events, while others happen arbitrarily and disconnect an entire instanced server zone). Nothing can be done to fix this. The best thing you can do in this case is send a report to support.guildwars.com and detail the circumstances under which it occurred.
Thunderstorms are also a cause of network disconnects. If your power is on and you have a flicker in your house, then one of the electric gateways in your router may be stuck open. Unplugging the power cord, waiting a while, then plugging it back in should alleviate the problem.
