1. Depends. If the NIC is built into the motherboard, no--it usually can't be replaced; normally, you'd have to replace the motherboard. If the NIC is a PC Card, replacement is easy, or if you have an open PC Card slot, just purchase a PC Card NIC and stick it in (assuming the NIC turns out to be the problem).
2. This shouldn't cause any problems.
3. By all means, call the cable company, because it sounds like a possible modem problem to me.
