In theory the latest driver is the best, or at least the one that provides the most bugfixes. Some older ones may give you better performance, though, at the cost of compatibility and quality.
For aging cards, such as the 9800 Pro, you shouldn't expect any major performance gains anymore with new driver releases (unless they fix a major bug in the code related to the 9700/9800 series, but that's very unlikely).
You could try a bunch of old drivers, see if you find one that gives you better perfomance but is still stable enough to suit your needs. Personally, I'd just stick with the latest release or, if you have the money, upgrade to a better card.
