Any sensible server host would disable access to their network with the exception of needed ports.
This is a security insurance against port scans and to minor extent DoS attacks.
Simply put, the hop where packets start to get lost (you don't get a response) is where the internal network is connected to the internet. Packets are still arriving, but unless it's game traffic, servers are not allowed to respond.
So this is normal behaviour.
