The opening post seems to cover only performance tweaking. It does not seem to mention anything about shutting down hacker-exploitable services to safeguard the PC's data.

This article goes into great detail as to why you should leave your services alone and never bother with "tweaking" them.

remember for one little example that wonderful message service they were exploiting to spam people a while back?
i never saw one of those pop ups because that wonderful *service* was disabled along with several other *services* that are now off by default instead of on by default.
