I dont have a clue on bandwidth use, but dont forget that you also have to download updates, etc. Not so long ago we had a 450mb update, followed by another big update 1-2 days later...
Try to find a better proivider (one without limits)?

This subject came up once before, considering the game constantly updates playing with restricted bandwidth should be avoided if possible.

I have a 50GB a month bandwidth limit and also download a lot of stuff from newsgroups but have never gone over my 50gb limit once.
Apart from Game updates just normal playing wont use up that much bandwidth every month.
A safe estimate would be 20mb a hour of normal playing, although i found a post on the net by someone saying they monitord there bandwidth usage playing gw and it used 4.4mb in 2 hours.

Remember data transfer cost money... ANet would be minimising on this to reduce cost to continue to provide you with a non subscription based game. I would assume the data transfer would be minimal compared to alot of other games.

This is why you should always use the -image trigger after every major release. That way you can always be sure that you download ALL the new game data available.
Once you done downloading remove the -image trigger and load the game as normal.

Bandwidth is minimal. Run with the -perf flag and you'll see the bandwidth used. It's mere bytes per second. Other than load times the game runs quite well on dialup.

I've noticed GW seems to use close to 5MB an hour. I play every night, and I share a 6GB connection with 3 others (Although they don't use it as much).
If you're worried about usage, look for a bandwidth monitor and check it every now and then. A good one will keep track of the total data sent and received in a single Windows session.
(Forgot if there were specific rules about links though, so I won't post a link to the one I use, yet)

I tested this out not long back. I have a pretty fast 8MB MaxDSL connection and after four hours of play (and a few looks at Guildwiki) I had used just shy of 18MB. So in normal play without any updates I reckon that Guild Wars uses something around 4-5MB per hour.
Not scientific in any way but a good indication.

shift+F10 brings up an overlay of the bandwidth aswell, its usally around 300~600 bytes a second outside and can be a few kB/s inside major towns.
its hardly anything atall, unless your re-installing from the client and DL the gw.dat over n over...

Either you are below or above download limit, when above you might get lower download speeds check with your ISP (never heard of an ISP that has download speeds depending on how close to limit you are). GW is 4gb(?) when downloading everything, so just by playing you would not get close to 60gb.
