Given the sparce information I will try to give a few ideas. 1: make sure that your firewall is allowing Guild Wars to access the internet. 2: if you have a router make sure it is allowing Guild Wars access to the internet. 3: make sure you are connected to the internet when trying to play Guild Wars. These are the basic's that you can check out. A little info on your connection type, firewall and isp might be more helpful.
Thanks and I hope these can help out,

I have been having this same problem, and through trying to find a solution i have came across at least five others having this problem. I think its something to do with the server, any info would be welcome.

This is strange. The only time I have problems is when I am at work. I work offshore and on occasion while moving I get the same thing. A simple reset of my connection fixes it. I am not saying turn off your firewall (god forbid you ever do that), but seeing as how it is't the apperent cause you may need to contact your ISP or in an extreme case do a complete uninstall of Guild Wars, which means getting rid of all the related folders and everything, then reinstall it. If you have any screenshots that you wish to keep browse to your guild wars folder within the programs folder then rename the screenshot folder and move it to your pictures folder. Doing a clean install might kick it in the tail and reset everything.
Again which firewall do you use so I can determine if this is one of the problems, I use Zonelabs Zone Alarm and with this one you actualy have to allow all incoming and outgoing internet traffic to do so.
Usualy the screenshot that you posted stays like that when the client cannot get a connection due to something blocking it.

Some anti-virus scanners have started analysing internet traffic and have been known to block legitimate traffic (Guild Wars uses the same ports (80 and 6112) as web browsers, and therefore gets scanned as well). It is not uncommon for these anti-virus scanners to randomly, and without notice, decide to block Guild Wars traffic. This can often occur after a patch, and is a common cause for connection issues.

I've had this happen to me too, after the November 10 update. It appears to be random. Some days I won't be able to play and others I will. Sometimes it'll work in the morning and others in the afternoon. I've got no idea what the problem is...

thats so wickedly wierd. I could not connect to the internet worth a crude yesterday, BUT I was able to conect to anet and play. Whatever upload latency I had that was effecting internet usage and making it slower then all get out, didn't seem to effect the GW client at all. This really got me thinking it must have quite a bit of the game client side, more then I ever thought...
I did loose connection to the friend server a lot, but it kept me in game for the green farming this weekend. And I was completely unable to connect to the interent in forums or any other basic thing, like email or whatever. so that was REALLY weird...
My instinct is you may have a closed port it needs opened or something, Either that or your GW.dat file maybe is corrupt. Try reinstalling or better yet try the -image switch on Gw.exe to re-download the entire 3.5gb+ GW.dat file fresh.

Open the run program in the start menu and type
"C:\Program Files\Guildwars\GW.exe" -diag
this will run the diagnose program and the log will show where the issue is.
Log (NetworkDiag.TXT) can be found in the GW folder after.
