I was wondering how to make other player's avatars look as high resolution as mine, I had it that way once before but now it seems I must have changed something unknowlingly.

I think they mean in-game avatar as in their character since avatars in the forum are fixed images, and they couldnt change the quality of other peoples forum avatars.
If this is indeed what you mean then play around with your graphics cards settings, if gfx card settings are to max detail and guildwars graphics are in max detail (including post process effects) there is not much diference graphicly between characters while outside in an explorable instance. Bear in mind that just setting guildwars to maximum graphics will not overwrite the settings on your graphics card, ie Gfx card set to performance and GW set to max detail will still give lower detail.

If that's the case, then why does the OP state "I had it that way once before". The fact of the matter is you can't have other peoples chars appear as high res as you unless you're in an instance with them.
