Animation bug
I've been having this problem for a while now, couple of weeks. I didn't post this earlier because I thought it would be widely known and fixed pretty quickly, but since nobody else I've talked to has it I guess I'll make a topic about it. If there's already one, I'm sorry, I haven't searched past 1st page.
It's kinda hard to explain, and pics don't show it much but I've been past a whole lot of female NPCs in towns, quest npcs or henchmen (Cynn, Eve, Herta). They all do some sort of 'run and quickly bow for the king' or something animation. It looks weird and they can't do any other animation, not even when fighting. I don't remember for sure but I think I've seen Archers on GvG maps do the same thing. Even when they're attacking, you see the arrows fly out but them still doing that same animation. I took 3 pics of them one day and made a video today to show you what animation it is.
Also in that video I pointed out that male elementalist animations aren't working well for me either. /Sit doesn't show (but the camera does move down a bit), /stand while "sitting" does the /scare emotion, /bow doesn't show. There's probably more, but those were all I bothered checking. (/taunt works.)
Here's the video.

For you lazy people, here are some pics that vaguely show what's going on.
<-- even while moving/attacking Cynn does that annoying animation.
Hopefully it can be fixed soon. >.<

Hmm, try reinstalling GW, bsides that, I'm not sure what else can be done, it doesn't seem to be something with your graphics card.

not really, just download the client from the site, and run it, it will install files for everything.

I had this EXACT same problem for weeks on end...
Apparantly, according to Anet Support, this bugged animation is due to your GW.DAT file getting corrupted. This could have happened in many ways, but what i did are as follows and in the end completely solved this weird glitch::
-Uninstall GW.
-Go into your system registry (run: regedit) and search for any resources still attached to GW (search keywords like Guild Wars, GW, etc etc), and delete found resouces.
-Do a harddrive cleanup, just to be safe.
-Do a complete defrag.
-Reinstall GW off any of YOUR install CDs.
-After install, create a shortcut to run GW; modify that file by right clicking it and clicking "properties". Then where it says "Target:" add at the very end of the line "-image" (No quotations on this addition, and put a space between the original line and this command; this will download info for all chapters that are relevant to your account). Say "OK".
-Double click and initiate the modified shortcut. Now wait for all files up to date and applicable to your account download (this can often take quite a long time)
-After downloads stop, run the game using the original GW.EXE file.
Your problem should now be gone, through the above steps you should have eliminated all possible risks of additional file corruption and should no longer see this animation glitch. If you have any further Q's you can either PM/Email me or send Anet Support a ticket which they can also guide you through these steps...
I hope this works for ya! Cheers!

It's definately a corrupted .dat file. Follow the above directions, but if you happen to have the Nightfall CE dvd, it's faster to install from that then just download the needed updates with the -image flag.

I just did this earlier today (the Vabbi nobles had this same issue).
Delete the GW.Dat file in the c:/program files/Guild wars directory
then, go to Start, Run,
"C:\Program Files\Guild Wars\gw.exe" -image
It took awhile to rebuild the DAT file (pray that you don't have dialup, as the file finished at over 3 gb for me). Turned the game on and it worked great. All of the animation was repaired.
