If he's been playing for over a year and nothing much has changed at his end (or on his router) then it's not necessarily his router/firewall that is having problems.
I've just had this exact same issue, not the first time either, and nothing has changed for me either e.g. no router changes, no firewall changes. I tried turning off firewall and antivirus and also opening up a few ports on the router - made no difference.
What has worked for me: rename GW.dat in your Guild Wars folder to GW.bad or something. You can do the same for the gw.exe as well or just delete that one. Then reinstall from the DVD.
That got me past the login screen after downloading stuff. Bear in mind you'll probably be downloading stuff again when you do manage to log in (at outposts etc). If all is working well you can go ahead and delete the gw.bad file to save some disk space (it was just for backup)
