Account Stolen!
Not my primary account, thankfully, but my secondary account which was previously used for storage. The password has been changed, and not only that, but they seem to have registered it with a PlayNC account (no, I don't know how they did that), preventing me from changing the password back!
Does anyone know how to get in touch with ANet/NCSoft to get my account back? I don't care about the stuff that was on it, I'm sure its gone anyway (all of my character names from that account have been released), but I paid $50 for that account and I want it back with or without the items.
I sent in a ticket on the guild wars support site and never heard anything back, not even an automated message telling me that my problem would be looked into. Is there anything else I could try?

I'm afraid the only thing you can do is wait it out. Try contact people who were on that account's friend list and see if they heard anything from the 'hacker'...or seen that account online. You never know...the more information you get the better.
Good luck with the retrieval of your account.
Edit: A few precautions I very much recommend you too perform.
1: Scan your entire system for viruses and spyware-keyloggers or malware may be the cause. I recommend going to www.grisoft.com for a free virus & spyware scanner if you do not already have one.
2: After you have scanned for viruses/spyware(and removed any if found) change your password on your primary account if it is identical to the account that was hacked. Refrain from entering any personal information ANYWHERE until you have had your system scanned.
3: If a virus would be found, it would be useful to inform Anet about that virus(name-should tell you when/if found by scanner) then maybe they will be able to somehow prevent keyloggers or spyware from harming users in the future.
4: Last but not least- If you have any evidence that the account belonged to you; such as serial box codes; billing statements(if you purchased through the store) or account information(don't tell Anet your current/previous password) then also send that through a support ticket.
Again-Best of luck.
Ashleigh.
PS: Almost forgot your actual question about how to contact. Try click support on www.guildwars.com. You can send a support ticket using your 'primary' account to contact arena net.

Scan your computer for "keyloggers", basically viruses that log every key-stroke you make. (Since they somehow got ahold of your GW-password)
http://www.grisoft.com
http://www.clamwin.com/
http://www.avast.com
All have free home-editions you can use. For NC-soft support I guess all you can do is wait, make sure to have receipts for the account/cd-key you lost.

Sending ANet a support ticket with your CD-Key will help. I did this and got my account back.

How long did it take? I sent my request on Tuesday and still haven't heard anything out of them.
I have checked my computer and I'm sure there are no keyloggers, I think the second account was compromised because I logged into it on another computer whose security wasn't quite as tight as mine was, I'll be sure not to use it again.
Luckily my primary account uses a different email address, and a much different (much harder) password. It is also linked to my PlayNC account which has another, different password behind it.

If you didn't receive the automated reply, try resending your report. Include everything you can about the account.
log-in
password
CD Key
approx registration date
contact info from registration
It will also help (if you still have them) to gather the original packaging with CD Key slip to help prove ownership in the event it comes to ANet requesting it.
You will probably end up getting the account back as the hacker got what they wanted which was the items and gold, and will not want to respond to ANet's attempts to contact them.

You will be required to send a scanned copy of the cdkey either via Fax or by Mail.
This applies to England / Europe? anyway, as this is what i had to do to retrieve my account.
It took around 3 weeks alltogether with Anet doing various checks and asking questions etc.
