Well, going strictly off instinct, I'd say it could be a number of things. I'm more prone to looking at your Firewall/Anti-virus situation, and how fast your internet is.
Make sure you turn your firewalls off, and anti-viruses. If they are, you won't have to do much more than port forward/trigger... that's very easy to do, and I can tell you how to.
Check your firewalls/av's

You're hearing the sounds and music when you enter an outpost? This doesn't sound like a network issue, unless I'm misunderstanding.
Unfortunately, this does sound like some sort of component or driver problem. Your last post indicated that you just put this system together, so that's a reasonable assumption to make. Now it's a matter of narrowing down the faulty components.
My first instinct is to suspect the video drivers - normal working drivers should be able to handle switching video resolutions without any problems. I think you may have just masked your last problem, not really solved it. And, the fact that you're seeing blacked out screens but the game apparently runs fine also indicates video card or driver issues.
Alternatively, you may just have a bad card. Faulty hardware really isn't that uncommon. If you have some other games (download some free demos if you don't), you can try stress-testing your system a bit on these to see if it's a more general problem. Also, you might try swapping in an older video card if you have it to see if the problem goes away. This would at least narrow the problem down definitively, and you could then either contact NCSoft support or try to get a replacement card, depending on where you think the problem lies.
BTW, you might want to link to your other thread, or re-post your system specs so people know what sort of system components you have.

I have played several other games on my computer, like Call of Duty 2, and Half Life 2 with no problems, and i have also run several benchmarking programs like PCmark05 with no problems. My Computer has a Core 2 Duo E6600 processor, 1 Gb of memory, ATI X1950 GT 256 mb video card. I have a DSL connection that works fine, and i dont really think its my firewall, which is Zone Alarm, ive allowed it access, i dont really understand what the port thing is though, so maybe i can try that, again, you are right about the masking problem, i reinstalled the client and it went back to the original problem which is i get into the game, it loads and puts me into whatever the last outpost i was in was, i can do whatever i want in that outpost, but when i try and leave through a portal or map traveling it goes through the loading screen, then goes to a blank black screen that all i can do is go to the top right corner and hit the x button that i cant even see
