Ok, here's what you do. Post more information!
How the hell do you expect any help if all you say is, and I'm paraphrasing here, "I've had a system error and rebooted but nothing's happening"?
What are your system specs, what error message did you get and what hardware/device failed?

You have a device failure and if that's the case, it's not game related.
And we need to see if it's a valid error message and what type of hardware the error message is referencing.
Is this a windows system message? If so, let's forget about the game at the moment because Windows and your PC have a misunderstanding and that will need to be addressed before you can run the game.
So, let's get some information:
Have you installed any new hardware, drivers or software recently?
Is your system overclocked in any <BIOS, Video Card, etc.> fashion?
ANet's List of things to consider:
Hardware problems are likely to fall into four categories: overheating, over-clocked system, underpowered power supply, and memory chip timing problems. Suggestions on solving each of these categories follow below.
* Overheating. Verify that all of your system's cooling fans are working and that the computer is operating in a reasonably cool environment.
* Overclocked System. Reduce the level of over-clocking (most often caused when increasing the internal clock values to make the CPU and IO bus speeds run faster than the factory-configured settings). Your system might appear to be stable during routine operations but will fail under a more stressful application such as Guild Wars. If you'd like to test the stability of an over-clocked system try Prime95, available at www.mersenne.org/freesoft.htm.
* Underpowered power supply. Lots of people upgrade their GPU (video card) without considering the real needs of the card. With today's high-end cards, a boost in power supply is definitely worth considering and is often necessary to prevent problems. Check the card manufacturer's specs for the requirements of the GPU and then consider all of the systems that are operating on the same power supply. You might wish to upgrade your power supply.
* Memory Chip Timing Problems. If your computer allows you to set memory chip timings, try using a less aggressive setting. Verify that the computer's CAS latency setting is no faster than the memory chip's rated CAS latency. This is the most common reason for a hardware failure and is easily solved with more conservative settings.
* Memory Failure. Your RAM itself might be damaged or defective. To test for this, use a diagnostic utility such as Memtest86, an open source program available at www.memtest86.com. Memtest86 is capable of delivering rigorous tests to systems that may appear functional even though they are damaged. Visit www.memtest.org for more information about this program, including a list of commands and options.

-Run a DirectX Diagnostic test on your system.
This test (DxDiag) is simple and easy to run.
To do so, please go to your Start Menu and then select the Run command. When the Run Dialogue box appears, please type in "DxDiag", without the quotes and click OK. A DirectX Diagnostics window will appear after a few moments.
Once it has, please select the "Save All Information" button. This will save the generated output from the report.
In the report is your system information, copy and paste the relevant portions in your post.
It will look like this: <EXAMPLE>
