Would this work?
Well, my parents and I are planning on buying a new computer. After looking we came upon one, and started customizing. Now i dont know crap about computers, so i came here to ask.
Computer: Dell Inspiron 530
Intel®Pentium® dual-core processor E2160 (1MB L2,1.80GHz,800 FSB)
Genuine Windows Vista® Home Basic - English
2GB Dual Channel DDR2 SDRAM at 667MHz- 2DIMMs
250GB Serial ATA Hard Drive (7200RPM) w/DataBurst Cache™
16X DVD+/-RW Drive
128MB ATI Radeon HD 2400 PRO
Integrated 7.1 Channel Audio
Dell USB Keyboard and Dell Optical USB Mouse
No Floppy Drive Included
56K PCI Data Fax Modem
Now my question is would this computer run Guild Wars at all, and if it does would it run smoothly or meh?

Should run smoothly on medium graphic settings. You won't be able to run it on max settings without having a huge fps cut though, but its more than capable enough to run guildwars efficiently.
after re-looking at that the graphics card looks a little underwhelmed. You might wanna go for the 256mb 2400 as it will have a faster core clock speed and be able to cycle graphics faster and should help increase your framerate in a town or outpost.

Im running GW on a comp with half those specs, but a better graphix card.
In the end I think the major factor in running a game like GW is the graphix card and your internet conection.

As long as you meet minimum specs and have at least 1g of ram, the above is pretty much true.

I have a similar setup, except I have an AMD processor and an NVidia video card (of similar quality), and I'm running XP instead of Vista. I have all of the settings on max except the screen resolution (I think I have it at 1024x768, or maybe the next one up), and I have no issues.

before you check into buying a dell, look at this site instead:
www.cyberpowerpc.com
I bought a huge new system from them and it cost me almost half of what the exact same from dell would have.
system specs:
AMD x2 5600+ (2.8 gig) dual core processor
2gig 1022 ddr2 ram
nvidea sli motherboard with 7.1 sound
2x PNY 8600gt oc 512mb
20x dvd/cd burner
500gig sata2 HD
Cooler Master Liquid Cooling
750w power supply upgrade
Vista 64bit Home
total was 1155 shipped to my door. Dell for a XPS of similar stats wanted 1900. Im pretty sure that having them make you a system close to what your dell has will be much cheaper on you and your parents.

Do yourself a favor and avoid the major PC makers. They use the cheapest crap they can find, lots of it is nonstandard, and it's all unreliable. For $1000, you could get a crapbox Dell that will run games at a barely acceptable level, or you could get a decent computer from a non-major maker. Yichi's PC would wipe the floor with a similarly-priced Dell. If it's an option, find somebody local to order the parts and build the PC for you. The quality will be much higher for the price, with the only tradeoff being no centralized tech support.
For example, my brother just built himself a VERY nice computer.
Core 2 Duo E6750 2.66 GHz
2 GB PC2 6400 (800 MHz)
Geforce 8800GTS 320 MB
320 GB hard drive
Antec 900 case
550W power supply
SLI-capable Intel P965 chipset motherboard
Vista home premium
Total cost: 1176.50 US, shipping included. A $1200 system from Dell wouldn't have half that. Although it probably would come with a piece of crap 17" screen.
