Post your PC specs and we can say more about it, but without knowing your hardware its hard to say.

Okay its the video card. I used to have a GeForce 3000 series when I got Guild Wars (Long time ago) and It didn't run very well, I kept getting BSOD's, but yeah. I'd say just upgrade your video card and you're good to go, cause the rest of your system specs look fine.
Cause what I'm guessing that happened is, your video card either finally bit the dust, or Guild Wars just doesn't really support it anymore.

I also have a theory, your card could be overheating, how long has it been since you've dusted out your PC? Dusting it out and cleaning the ports can make a dramatic change in performance, also there is a ton of video cards out there that cost less than video games, that are really good. I'm sure some other people here can link to you cheap cards.
Oh yeah, and drivers, tried updating the drivers lately?

Well, general purpose canned air will do fine, also it seems the Nvidia website doesn't support any GPU's lower than their 6 series, which you're 3 series behind. So I don't know how you'll go about getting new drivers, that's why I'd most recommend getting a new card if the other options I posted don't work, unless someone has a link to the latest drivers for your card.

to update drive go to the manufacters website, and go to thier drivers section, i think everyone has one so you shouldnt have to much difficulty.
download the file, uninstall your drivers, restart the comptuer, install the downloaded file, restart yet again, pull out your favorite alcaholic beverage and say, yay i updated my drivers

I don't recall there ever being a Geforce 3100. There was a Geforce 3, 3 Ti, and that's it. In keeping with you system specs, I'm going to guess you have a 6100 or a 7100. Integrated possibly. At any rate, behavior like that points to either overheating or something is using CPU cycles. Check your CPU usage while playing Guild Wars, and what's causing it. Use the Processes tab in Task Manager (accessed by ctrl-alt-del) and sort by the CPU column. Gw.exe should be number one in CPU usage, getting at least 90%.
Also, updated nVidia drivers can be found here. You need to know what series video card you have, though. That can be found in the Device Manager (Start menu -> Run... -> devmgmt.msc) in the Display Adapters section.

Try using "Option 2" at the top, which will automatically check for which drivers your computer needs.

Really? I could be wrong, but I swear there was. I should go dig my old card up and check it's model number, cause I was almost 99% positive it had something to do with a ''3'' series. But I could be wrong, usually I am so it's no surprise.

Yeah, there was a Geforce 3 series. They just never had a model called a 3100.

No, playing any game that is above your video cards capability will just cause lag.
I don't know why anyone would suggest that the video card is dying, if that was the case, hed have far more problems than periodic lag in guild wars.
Before you can download drivers, we need to know the exact card model, dxdiag happens to have that information.
Check event log for system related errors:
control panel > administrative tools > event viewer > check all three categories and post relevant errors.
